EVALUATION OF QUOTES- Commercial Items FAR 52.212.2 (OCT 2014)
BASIS FOR CONTRACT AWARD
The Government intends to award one or more BPA(s) resulting from this RFQ to the responsible Offeror(s) whose proposal conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Technical Capability and Past Performance when combined are more important than Price. The Government’s evaluation of the vendor’s proposal will include the following general areas:
1) Compliance with submitting a proposal developed in accordance with the instructions provided by this RFQ;
2) The vendor’s past performance ;
3) Overall technical capability of vendor to provide the required services ;
4) The overall cost to the government for performing services;
Offerors are cautioned that failure to address each of the above evaluation factors may make their proposal or their proposal relating to one or more categories unacceptable.
Specifically, the agency will evaluate all quotes against the following three (3) evaluation factors.
C-14
a. Technical Capability: The government will evaluate the degree to which the Offeror’s demonstrated ability to deliver services to the Federal Government in each category the Offerors wish to bid. Please note Technical Capability could be evidenced by samples of past work which displays storytelling, writing, originality, creativity, newsworthiness, knowledge of subject matter and production values.
Technical Capability will also be evaluated on five sub factors, which are of equal importance/weight:
(i) Qualifications of Offeror’s committed journalists;
(ii) (ii) Ability and plan to recruit and retain journalists with the required skill sets;
(iii)Quality of samples of past work considering the storytelling, writing, originality, creativity, newsworthiness, knowledge of the subject matter, and production values;
(iv) Procedures for verifying and vetting stories and photographs for accuracy, fairness, and compliances with journalistic standards;
(v) Management Plan’s demonstration of: understanding of the requirement; relation of its proposed approach to the work; key personnel designations including specific responsibilities and authorities; qualifications of proposed Project Managers; and contingency replacement plan for key personnel.
b. Past Performance Information: The Government will assess the degree to which the Offeror has verifiable experience providing similar services, as the prime contractor on complex overseas service contracts; which must include a description of at least three prior projects performed within the last five years, and their associated deliverables, and client contact information. The Government will also consider the recorded reviews of each offeror’s past performance, if any, in the Past Performance Information Retrieval System (PPIRS);
In the case of an Offeror without a record of relevant Past Performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. The BBG reserves the right to consider, in addition to the Past Performance information provided by the Offeror as discussed above, information obtained from any other sources and readily available to the Government.
c. Price for Assignment Category: The Government will evaluate the total price for the services submitted.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
