Questions Asked and Answered
1. The Solicitation states that there are 480 hours of anticipated consulting services per year. Does this include travel time to Washington, DC, and overseas assignments? Does this include the time for developing training materials, preparing evaluations and presentations, writing reports and creating PowerPoint presentations as outlined herein?
The precise number of hours will be determined according to the needs of BBG/VOA, to be set on a per-assignment basis. Requests for any particular task (e.g. training materials, evaluations, and presentations) will have an appropriate amount of hours budgeted, according to the scope and complexity of a given task. This may include developing training materials (including PowerPoint presentations and evaluations), but does not include time writing reports. Travel costs may be submitted, when, and only when, required as part of a BBG/VOA request. Travel time is not considered.
1. How are civilian contractors protected when traveling to terrorist areas including the Sahel region? Several countries are listed on the US State Department’s Travel Advisory as Level 3 (“reconsider travel”) and Level 4 (“do not travel”) due to “crime, terrorism, civil unrest, and ongoing rebellions”. Is VOA requiring travel to some of the countries that the State Department advises not to travel to? Can work and assignments in the countries that are Level 3 and Level 4 be conducted remotely via Skype?
BBG/VOA will not be responsible for Contractor’s security arrangement. Contractors will not be required to travel to areas covered by travel advisory levels three or four.
