About this file
This is a Request for Information (RFI) for the Veterans Legacy Memorial (VLM) recompete contract issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The RFI seeks to identify Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) capable of providing software development and production operations support services, with a NAICS code of 541512 and a size standard of $34 million. The government is specifically interested in vendors' capabilities to support the VLM platform, including potential software migration from Keeper, transition planning, and compliance with specific operational restrictions such as prohibiting marketing to VLM users.
Responses are due by August 8, 2025, at 12 PM EST, submitted via email to specific VA contracting personnel. Key response requirements include detailed capabilities addressing platform transition, confirmation of non-marketing commitments, open-source product details, and compliance with veteran-owned business set-aside requirements (vendors cannot subcontract more than 50% of work to non-certified businesses). The procurement is planned for FY26 and may be competed under the Transformation Twenty One Total Technology Next Generation (T4NG) multiple-award, indefinite-delivery, indefinite-quantity contract using fair opportunity procedures.
