1. Description of Service
1.1. Background
The USAF Test Pilot School educates the next generation of flight test professionals for the USAF. In an eleven month program pilots, flight test engineers, CSOs and RPA pilots are all given specialized education and training to become flight test professionals. It is the foundation of their career in flight test, and provides the vital knowledge to the flight test community and decision makers throughout the aerospace industry. The comprehensive curriculum of Test Pilot School is fundamental to the success of flight test and evaluation.
The X-62A VISTA provides an unique piece of that curriculum that can only be found at the
USAF TPS.
TPS operates an USAF owned X-62A Variable Stability In-flight Simulator Test Aircraft (VISTA), USAF S/N 86-0048. VISTA is a modified F-16D Block 30 Peace Marble Il (Israeli version) aircraft with Block 40 avionics. It currently implements a Calspan designed Vista Simulation System (VSS) that includes a Classical variable stability Control LAW (CCLAW) and a more advanced Model Following Algorithm (MFA) to create a flying simulator environment. The primary computer that facilitates both the CCLAW and the MFA is the Vista Simulation Computer (VSC). The VSC also provides ground simulation capabilities to the aircraft. In addition to the VSC, VISTA has a variable feel center stick controlled by a Feel System Computer (FSC). The two computers control the VSS, pilot command and control interfaces, programmable head up display, sensor interfaces and interface to the Digital Flight Control Computer (DFLCC). VISTA also has the System for Autonomous Control of the Simulation (SACS) that can interface a Legion Pod to a Northrop Grumman EMC2 OSA compliant computer to the VSS via a Multi Level Security (MLS) ethernet connection. The SACS can provide commands to the VSS.

VISTA’s cockpit is modified such that the Pilot in Command (PIC) or Safety Pilot (SP) is in the aft cockpit. The front cockpit is occupied by the Evaluation Pilot (EP). The EP does not have to be flight rated aircrew.
VISTA software is tested through a Hardware in the Loop (HIL) testing facility called the Hot Bench, and a Software in the Loop (SIL) testing facility called the Hot Bench Lite.
VISTA is a vital asset for both curriculum execution and research at the USAF Test Piot School. Students get to experience a large array of flight dynamics that can only be presented in a safe manner with VISTA. Further, Test Management Program (TMP) and Research support is provided by VISTA, giving TPS a national asset that can be used to do flight dynamics and autonomy research in a way that no other platform can offer. As such high-quality support is required maintain timely execution of events with VISTA, partner with TPS to develop new capabilities for VISTA, and to provide unique an essential support for this national asset.
1.2. Scope and Objectives
The X-62A VISTA is a unique asset that provides unmatched in-flight simulation capability beyond anything else present in the modern world of aircraft flight testing. The USAF Test Pilot School has two primary objectives for the operation of the X-62A VISTA.
1. Provide a flying and handling qualities teaching platform for student use that is unrivaled in the world of flight test.
2. Provide a research and experimentation ecosystem where investigators can easily integrate into the VISTA ecosystem. The VISTA ecosystem will allow investigators to test and evaluate world class research while reducing risk for implementation on future platforms.
The purpose of this contract is to provide highly qualified professionals across multiple disciplines to support the operation of VISTA at the USAF TPS. This requirement is for aircraft maintenance support (anticipating approximately 200 flight hours per year, plus or minus 20). A base level of support will be required to maintain and continue development of VISTA. Task Orders will be generated under this contract to support special tasks for special projects that will include Test Management Projects, Research Projects, and Development Projects the VISTA and the Flight Sciences Simulator Laboratory. For this contract VISTA (and all its components and attachments) and the Flight Sciences Simulator Laboratory shall be considered Government Furnished Property (GFP).
This contract shall provide a mechanism for providing support to VISTA in three different areas.
• Curriculum operation and support of VISTA and the Flight Simulation Laboratory
• Special Projects to include Test Management Projects (TMPs) and major VISTA upgrades

• Special Projects for agile development
To support these areas, the contractor shall provide support in the following areas:
• Program Management
• Aircraft maintenance, operations, and specific back shop support
• Curriculum (classroom and flight) support
• Logistical Support
• On and offsite engineering
• Safety Procedures support
• Modification and Inspection support
• Configuration control
• Quality and safety procedures
• Special Projects
• Maintenance of Simulations (Flight Sciences Simulator hardware and software, Ground sim, Hot Bench, Hot Bench Lite)
• Travel for support and technical advocacy.
1.3. Tasks and Technical Requirements
1.3.1. Program Management
1.3.1.1. The contractor shall provide an onsite Program Manager at USAF TPS to support the implementation of this contract. The Program Manager will manage all contractor duties at USAF TPS.
1.3.1.2. The contractor shall coordinate a yearly schedule with TPS to include aircraft and simulator availability for curriculum, TMPs, research, development of future capabilities for the aircraft, and maintenance periods.
1.3.1.3. The contractor shall provide and manage all personnel, vehicles, supervision, aircraft activities, schedules, and any other items and services necessary to perform VISTA support services for the USAF TPS.
1.3.1.4. The contractor shall coordinate all activities with the government so that there is efficient use of government and contractor resources.
1.3.1.5. The contractor shall provide the plans and reports in Section 5 for TPS approval no later than six months after contract award. The plans and documents will be reviewed and amended as required, but no more than once every six months.
1.3.1.6. A project status telecom will be held notionally every other week to maintain communication flow between team members.
1.3.1.7. The contractor shall abide by all government policies and procedures regarding ground and flight test planning and flight test safety.

1.3.2. Aircraft Maintenance, Operations, and Back Shop Support
1.3.2.1. Aircraft Maintenance
Maintenance requirements of the VISTA aircraft include: avionics systems, design and installation of temporary and permanent aircraft modifications, engineering support to include analysis, modification design and reviews;
technical reporting, logistic support and the use of U.S. Government supplied items. The contractor shall provide on-site aircraft and equipment maintenance/support staff functions in performance of all routine maintenance and flight operations. These services include scheduled/unscheduled maintenance, phase inspections, administration of all aircraft contractor service and maintenance personnel, maintenance records, and maintenance engineering as necessary. The contractor shall perform airframe or systems modifications as required by the USAF TPS. Contractor personnel may be required to accompany the aircraft for any improvements or modifications when another contractor or government unit is performing other work required.
1.3.2.1.1. The contractor shall follow all agreed upon plans, programs, and documents.
1.3.2.1.2. The contractor shall use and maintain all applicable USAF F-16 Technical Orders (TOs) and governing directives. The contractor shall follow these procedures and processes at all times.
1.3.2.1.3. The contractor shall provide personnel who are qualified and authorized to maintain and certify that an aerospace vehicle or equipment is safe for flight or use. The contractor shall provide a list of certified personnel to the CO for approval. This includes: signing exceptional releases, conditions, downgrade of Red X, and sign off of Red X symbol, certifying operational capability and performing functional check flights. This maintenance and inspection shall cover all aircraft systems except life support, egress, and explosives and external stores. F-16 Program Management office support and AFTC base support will be provided in a Memorandum of Agreement format to establish those services provided that the contractor will not be required to perform.
1.3.2.1.4. The contractor shall perform on and off equipment maintenance on the VISTA that must remain off-site due to maintenance problems or program requirements. The same operational maintenance concepts will be employed off-site as support is required.

1.3.2.1.5. The contractor shall provide daily to the Government Production Superintendent, Program Manager, COR and Quality Assurance Representative (QAR) the aircraft status, discrepancy and corrective actions required. This will be accomplished via electronic mail.
1.3.2.1.6. The contractor shall maintain a TO library on site. The contractor shall use and maintain all applicable USAF F-16 technical orders (TOs) and governing directives. The contractor shall conform to the maintenance requirements and procedures prescribed in the technical orders incorporated in the applicable documents attachment provision of the contract.
1.3.2.2. Aircraft Operations Support
1.3.2.2.1. The contractor shall perform aircraft preflight inspections, post flight inspections, ground handling, servicing, towing, lubricating, launch, recovery, nonscheduled inspections and scheduled inspections of the VISTA airframe and systems excluding weapons, egress and fuel systems maintenance. The contractor shall perform on-equipment maintenance including the installation, adjustment, inspection, modification, troubleshooting, diagnosis, and repair of standard and nonstandard experimental F-16 avionics, electrical, pneumatic, and hydraulic systems. The contractor shall maintain aircraft and maintenance records pursuant to the contractor’s approved Quality Control Plan (QCP), and government directives as applicable.
1.3.2.2.2. The contractor shall conduct flight and ground operations of the GFP aircraft IAW Air Force, MAJCOM and Air Force Flight Test Center (AFTC) Directives and AFI 10-220/DCMAI 8210.1 as identified in Section 4 and appendix 5.
1.3.2.2.3. The contractor may be required to provide Mission Essential Ground Personnel (MEGP) to support VISTA unique flight operations.
1.3.2.2.4. The contractor shall provide 1 and ½ safety pilots to support VISTA operation. It is expected that flight support should consist of 250 workdays per year.

1.3.2.2.5. Contractor shall provide an updated Modification Flight Manual (MFM) to the TPS VISTA chief pilot when warranted. Updates shall be accomplished for a hardware change, which affects the pilot’s operation of the aircraft and is not typical hardware on production Block 30/40 aircraft. The contractor shall provide updates the MFM when warranted. Updates will be accomplished for software changes that affect pilot’s operation of the aircraft. Hardware changes may be implemented by other agencies as required.
1.3.2.3. Back Shop Labor Support
It is desired that the contractor work towards providing a back shop labor support capability for VISTA. As replacement personnel are required (either through attrition or added requirements) the contractor should add personnel that can act as maintainers as well as qualified back shop support in the following areas:
1.3.2.3.1. Sheet metal work to support VISTA.
1.3.2.3.2. Fuel system components on VISTA.
1.3.2.3.3. Machinist to manufacture needed parts for VISTA.
All back shop personnel shall be qualified to provide maintenance and operation support and may be required to aid in the maintenance and operations support of VISTA.
1.3.3. Curriculum Support
1.3.3.1. The contractor shall provide qualified personnel to support the USAF Test Pilot School curriculum requirements.
1.3.3.1.1. The contractor may be required to support classroom instruction, ground simulation training and technical briefings.
1.3.3.1.2. The contractor will be required to furnish ground instruction supports for the X-62A VISTA.
1.3.3.1.3. Contractor test pilot expertise will support aircraft flying operations of the VISTA aircraft as a safety and evaluation pilot
1.3.3.1.4. Contractor personnel shall support classroom instruction and ground simulation training of TPS students and staff.
1.3.3.1.5. Flight instruction may include other aircraft such as F-16, T-38, C-12, or sailplanes as approved by the USAF TPS Director of Operations and Contractor Chief Pilot.
1.3.3.1.6. To maintain currency contractor personnel may support other 412th Test Wing activities as approved by USAF TPS Director of Operations.

1.3.3.1.7. Curriculum support shall include student sortie support as well Special Projects such as TMP, staff projects, and agile projects.
1.3.3.1.8. The contractor shall supply Non-Rated Aircrew (NRA) support for VISTA as required for VSS development and test. The NRA shall be MA qualified for the F-16. Proficiency flights in 412 TW F-16 aircraft may be utilized as required.
1.3.3.1.9. The pilot will support aircraft flying operations and fly the GFP aircraft as safety and evaluation pilot. The Test Pilot(s), when required, will provide training to Test Pilot School students and staff. This will include classroom instruction and ground simulation training for all TPS F-16 and VISTA requirements.
Training will be coordinated with the TPS Director of Operations. Any other technical support will be identified by the Government Program Manager and approved by the CO.
1.3.4. Logistical Support
1.3.4.1. The contractor shall provide a flight-line vehicle to transport, as a minimum, 6 personnel and have towing capabilities for support equipment.
1.3.4.2. The contractor shall provide logistical support for non-standard parts/repair of non-standard parts. TPS may require non-standard supply items:
spares, spares parts, system/subsystems, and other equipment not stocked, stored, issued, maintained or otherwise bought for regular use by the USAF.
1.3.4.3. The contractor shall acquire non-standard parts as directed by delivery order (DO) and submit a proposal (quote) to be negotiated prior to issuance of a
DO.
1.3.4.4. Beyond Economical Repair (BER) – The contractor shall consider parts that can be restored to a serviceable condition in accordance with the applicable requirements. Costs of repair will not exceed eighty percent (80%) of the replacement cost of a new part. The contractor shall estimate the total cost of the repair and/or overhaul of any end item received. The contractor shall promptly notify the Contracting Officer (CO) in writing and shall not perform further services on any such items except as directed by the CO should repairs exceed the above percentage. The CO may authorize the contractor, to exceed the percentage of the part when an item is in critical supply status. This capability does not include basic F-16 airframe.
1.3.4.5. The contractor shall schedule training in required aircraft operational areas (e.g. towing, jacking, oxygen servicing, fuel handling, egress, fire extinguisher, flight line driving, etc.) with Edwards base operations, at no cost to the contractor.

1.3.4.6. The contractor shall maintain an effective property management system to include property procedures per the government property clause on contract.
The contractor shall comply with Unified Facility Criteria (UFC)-Criteria for Transfer and Acceptance of DoD Real property-UFC 1-300-08. Any clarifying question should go via project manager to base real property office.
1.3.4.7. The contractor shall purchase equipment as requested by USAF TPS for use to support VISTA, the maintenance, operations, back shop, and Flight Sciences Simulator Laboratory.
1.3.5. Engineering Support
1.3.5.1. Local Engineering Support
The contractor shall supply a full-time simulation engineer. This engineer shall support curriculum execution and development, simulation development, modification of VSS aircraft for use in TMPs, in flight test engineering support for curriculum, and any other duties as required.
The contractor shall supply a full-time project engineer (flight test engineer) on site to facilitate the agile projects on VISTA as well as provide TMP support. For TMPs the project engineer shall provide the customer interface with Contractor. For agile projects, the project engineer shall write test and safety plans, execute test from the control room, act as the customer interface, and provide modification management of VISTA. This position shall be tied to Special Projects and will only be filled as necessary for Special Projects.
Onsite work support shall also include data analysis, retrieving and reducing data from flight and simulations, CMDL and other data link support, telemetry data support, data processing, simulation, Hot Bench Lite, training support, detailed specialty engineering and technical data in the field of Test and Evaluation and Research and Development for the VISTA aircraft.
1.3.5.2. Offsite Engineering Support
The contractor shall provide at a minimum two full time equivalent engineers, nominally representing aerospace and computer science. The aerospace engineer shall provide overall system modification support and will coordinate with other disciplines as required. The computer scientist will provide configuration control as well as provide software revisions and support as required. Other areas of support may include drawing support, mechanical or electrical design, software design and test, and integration for Special Projects.
1.3.6. Safety Procedures Support

NOTE: AFTC/EM will provide storage, handling and disposal services for hazardous materials and hazardous waste, and non-compliance reporting on a reimbursable basis. The contractor shall follow AFTC/EM’s hazardous materials management and pollution prevention programs in accordance AFFTCI 32-19 (Hazardous Material Management).
1.3.6.1. The contractor shall handle all hazardous materials IAW all applicable AFTC and Government Directives.
1.3.6.2. The contractor shall follow the approved System Safety Program. This program shall ensure that safety considerations and practices are implemented throughout the planning and conduct of all flight programs.
1.3.6.3. The contractor shall follow all posted Government established procedures for prevention and reporting of injuries and mishaps.
1.3.6.4. The contractor shall, in the event of damage to AF property or injury to AF personnel in the performance of this contract, assist and facilitate the AF investigation of mishap and reporting.
1.3.7. Modification and Inspection Support
1.3.7.1. The contractor shall provide support for the aircraft both on and off station for aircraft operation, modification, and inspection.
1.3.7.2. The contractor shall perform airframe or systems modifications as required by the USAF.
1.3.7.3. The contractor must be able to provide the following information, specific to modification: system information, data processing, all other technical support required, training support, parameter listings telemetry data and detailed specialty engineering technical data (i.e. engineering drawings).
1.3.7.4. The contractor shall provide a person to manage the modification process.
1.3.8. Configuration Control
1.3.8.1. The contractor shall maintain configuration control of all hardware and software related to VISTA and the corresponding simulations.
1.3.8.2. The government shall have approval authority over the configuration control plan.
1.3.8.3. The contractor shall abide by the approved configuration control plan.
1.3.9. Quality and Safety
1.3.9.1. For Quality see Section 2 of the PWS.
1.3.9.2. For Safety see Section 4.4 of the PWS.
1.3.10. Special Projects

1.3.10.1. As required, the contractor shall provide technical support, management guidance and aircraft, Hot Bench and simulator support for special projects. This support could include the following: system information, telemetry data, data processing, all other technical support required, training support, modification information and detailed specialty engineering and technical data.
Special projects will consist of flying qualities, systems, and performance qualities of the VISTA F-16 to include, but not limited to, student Test Management Projects (TMPs), staff projects and any unique support (such as, studies, Hot Bench requirements, modeling, simulation, and VSS support) required for TPS use of VISTA.
1.3.10.2. As required, the Special Projects will be required for projects not funded by TPS. External to TPS organizations may fund this work, and may require modification of VISTA as well as integration of software, simulation, ground test, and flight test support.
1.3.10.3. To evaluate the performance of the special project, the government and the contractor shall provide an agreed upon survey to the special projects customer to evaluate the performance of the government and the contractor at the end of the special project. Responses from the survey questions shall be categorized as unsatisfactory, satisfactory, or exceptional.
1.3.11. VISTA Simulations
1.3.11.1. All VISTA simulations shall be maintained in good working order and shall be kept in agreement.
1.3.11.2. Every 6 months a report shall be created that shows that the simulators accurately represent the aircraft for the required fidelity of each simulation. The software configuration control plan will detail the tolerances and requirements for individual parameters. A set of check cases shall be run and compared between all simulation platforms used for VISTA and compared to flight data. A baseline of data will be established and maintained with deviations from the baseline documented with reasons for deviation. When necessary, a new baseline can be established with concurrence with the government.
1.3.11.3. All math models used for modelling VISTA shall be approved by the government for use.
1.3.11.4. An agreed upon format for reporting shall be negotiated between the contractor and the government.
1.3.11.5. Flight Sciences Simulator hardware and software
1.3.11.5.1. The contractor shall provide all software and hardware support for curriculum events.

1.3.11.5.2. The contractor shall provide all software and hardware support for special projects.
1.3.11.5.3. The contractor shall ensure compatibility of the Flight Sciences Simulator hardware and software with the Hot Bench Lite and IADS control room systems.
1.3.11.5.4. The contractor shall maintain configuration control of all hardware and software.
1.3.11.6. VISTA Hot Bench
1.3.11.6.1. The contractor shall maintain and modify as required the VISTA Hot Bench Hardware in the Loop simulator at the contractor’s location.
1.3.11.6.2. The contractor shall support integration activities as required with external customers and with Lockheed Martin for the SACS system at the contractor’s location.
1.3.11.7. VISTA Hot Bench Lite
1.3.11.7.1. The contractor shall maintain and modify as require d the VISTA Hot Bench Lite Software in the Loop simulator.
1.3.11.7.2. The Hot Bench Lite shall be provided to Special Projects customers as required.
1.3.11.7.3. The Hot Bench Lite shall be interfaced with the Flight Sciences Simulator. Interfaces shall include at a minimum:
• IADS
• LVC (HLA/DIS)
• Simulator cockpit interface
1.3.12. The contractor shall provide support to include travel for technical advocacy of the X-62 VISTA.

2. Quality Control
2.1. Service Summary
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service for each requirement. The SS and the contractor’s Quality Control Plan (QCP) provide information on contract requirements, the expected level of contractor performance.
2.1.1. Waivers
Deliverables in the PWS documentation may be waived. Waivers and waiver deviations may be considered and granted with coordination through the COR or CO.

2.2. Quality Control Plan
The contractor shall establish and maintain a complete Quality Control Plan (QCP) to cover all requirements of the PWS including each task and service listed in the Services Summary.
The contractor’s quality control plan should have 4 key quality functions: 1) Detection of

Quality Program problems and defects; 2) Identification of Root Causes for quality related problems/defects; 3) Correction of root causes related to detected problems/defects; and
4) Follow up to ensure quality related problems/defects do not occur. One copy of the contractor's QCP shall be provided to the CO for acceptance not later than the pre-performance conference. An updated copy reflecting any required changes must be provided to the CO on or before the contract start date. Contractor shall provide updated copies as changes are required/occur during contract performance.
2.2.1 The CO will notify the contractor of acceptance or require modification no later than 5 workdays before the performance start date. The contractor shall make appropriate modifications and obtain CO acceptance of the QCP before the performance start date. The QCP shall include, as a minimum, the following information:
a. A description of the inspection system to include all the services listed in Section 1 of the PWS. The QCP must specify the areas to be inspected and whether on either a scheduled or unscheduled basis, how often inspections will be accomplished, the title of the individual(s) who will perform the inspection, and how discrepancies shall be documented, tracked and corrected. It shall include how the process discrepancy reports will be handled (who will initiate them, how they shall be routed, and how they will be maintained for historical records). Control procedures for government furnished facilities; consumable supplies, property, and equipment shall also be included.
b. A description of methods to be used for identifying and preventing defects in quality or service performed shall be addressed to avert unacceptable level of performance. Include methods for tracking problem areas and documentation of the areas as an aid in the management of these areas. This documentation shall be made available to the government during the term of the contract and until final contract settlement.
c. Description of the records to be maintained to document inspections, to include deficiencies, corrective actions (including estimated dates of completion) and preventative actions
d. Records of inspections shall be kept by the contractor and made available to the Government throughout the contract performance and until final contract settlement.

2.3. Quality Assurance
A Contracting Officer’s Representative (COR) will perform surveillance of the services using the Government’s Quality Assurance Surveillance Plan (QASP) which will focus on the PWS Services Summary (SS). When surveillance indicates nonconforming performance, a COR will inform the Contract Manager, or representative of the findings.
2.3.1 If notified of nonconforming performance by authorized government representative (CO, COR, QAR, PM) the contractor shall respond in writing within 10 workdays to the CO and the issuing authority with the results of the contractor’s investigation and any corrective action, policy changes, or other actions as appropriate. Responses will be considered by the program manager for validation of nonconforming findings.
Notification of nonconforming performance from a QAR will be in the form of a Corrective Action Request (CAR).

3. Government Furnished Property and Services
3.1. GENERAL INFORMATION
The government will provide the facilities, equipment, materials, and services listed in this section.
3.2. GOVERNMENT FURNISHED FACILITIES
The contractor shall keep all facilities and work areas clean and neat IAW industry, Occupational, Safety and Health Administration (OSHA), fire and safety standards. Clutter and storage of incompatible materials in equipment areas is not acceptable. The contractor shall be aware that the structures may contain asbestos-containing materials, or commercial paints containing lead-, mercury-, or other heavy metal-based paints. Prior to conducting any activities that may disturb these materials; the contractor shall contact Civil Engineering at 277-3803, or 277-3272 for survey/abatement requirements.
3.2.1. Maintenance and Access
3.2.1.1. The maintenance of the facilities/grounds shall be the responsibility of the contractor.
3.2.1.2. The facilities assigned to the contractor shall be maintained in a neat, clean manner and present an orderly, professional appearance at all times.
3.2.1.3. The contractor shall allow Government personnel the use of facilities on a non-interference basis for training, exercises, or at other times agreed upon during the week.
3.3. GOVERNMENT-FURNISHED PROPERTY (GFP)
The Government will provide the contractor equipment listed of the basic contract. GFP shall be managed in accordance with the clause found at FAR 52.245-1, Government Property.
3.3.1. EQUIPMENT INVENTORY
Not later than 5 days prior to the start of the basic contract period, the contractor shall conduct a physical inventory in accordance with FAR 52.245-1 (f) (1) (iv), Physical Inventory. The Contracting Officer will give disposition instructions for items beyond economical repair. The contractor and COR shall certify in writing their agreement as to the working order of the equipment.
3.3.2. Obtaining Additional or Replacement Equipment
The contractor shall use the Air Force supply account system to order all standard F-16 parts and equipment when possible. The contractor shall coordinate the maintenance of all standard equipment.

3.3.3. Maintenance of AGE Equipment
It shall be the responsibility of the contractor to determine operational status of such equipment and notify the USAF TPS representative of malfunctions or suspected improper equipment performance. All equipment and facilities failures shall be logged out with the USAF TPS. The Government reserves the right to have maintenance personnel enter the facility at any time for the purpose of equipment inspection and/or maintenance. During an equipment outage, the contractor shall utilize backup procedures to ensure continued compliance of this PWS.
3.3.4. Property Management
The contractor shall provide a written Property Plan (brief executive document) on how Government property will be managed to the CO, no later than 30 days after contract award.
3.3.4.1. The contractor shall perform a physical inventory of all GFP IAW the Government Property Clause on contract. The contractor shall support scheduled analyses by the Government Property Administrator.
3.3.4.2. The contractor shall return any repairable or excess GFP items removed from the aircraft to the USAF depot or USAF Supply Manager for repair or disposition, dependent on situation. Other items shall be disposed of through Plant Clearance Automated System (PCARS).
3.4. GOVERNMENT-FURNISHED SERVICES
The following services will be furnished to the contractor by the government. The contractor shall share some responsibility in the management of these services. Those responsibilities are identified with the stated service.
3.4.1. Utilities
The government will provide all: natural gas, electrical power, water, and sewage.
3.4.2. Conservation of Utilities
The contractor shall conduct conservation practices and be responsible for operating under conditions, which prevent the waste of utilities.
3.4.3. Telephone/Internet Access
The Government will provide telephone service and Internet access for official use in the performance of this PWS. Service will include local commercial and Defense Switched Network (DSN). Upon request, the Government will provide the contractor access to a facsimile machine for mission-related use.
3.4.4. Radio Communication

The Government will provide mobile radios. The Government at no cost will provide all maintenance of these radios to the contractor. The contractor shall be responsible for the safeguarding and proper use of communication equipment issued to the contractor. Any information concerning the frequencies and power output of radio communications classified as non-tactical radio equipment revealed to persons other than the personnel having a need to know is a violation of communications security and will be dealt with accordingly.
3.4.5. Custodial Services
The Government will provide all custodial services at no cost to the contractor. The custodial contract provides for minimal cleaning of the administration areas.
Vacuuming of carpeted areas, sweeping, mopping, and removal of trash services from the outdoor trash containers are provided. The contractor shall accomplish other basic housekeeping functions in these rooms such as dusting, cleaning countertops, emptying personal trash bins into large trash bin receptacles, and cleaning windows.
3.4.6. Refuse Collection
The Government will provide for refuse service under its existing refuse contract. All refuse will be placed in bags before disposing in the dumpster. The contractor shall comply with all recycling programs IAW AFI 132-7001, Environmental Management.
3.4.7. Emergency Medical Services
The Government will provide emergency patient transportation service for contractor personnel who are injured or become critically ill. The contractor shall reimburse the Government for the cost of medical treatment and patient transportation service at the current inpatient or outpatient treatment rate. Telephone 911 for emergency medical care.
3.4.8. Real Property Maintenance
The Government will provide maintenance and repair of real property facilities.
