About this file
This document is a Statement of Work (SOW) for a wireless network system to support virtual fencing trials in specific areas in Arizona for the Coronado National Forest. The SOW specifies requirements for the network topology, coverage, infrastructure, wireless parameters, access and security, and monitoring. The network is required to be entirely standalone, utilizing solar power and cellular wireless backhaul, and capable of operating for a minimum of 5 days during reduced sunlight. The network infrastructure must be tolerant to adverse weather conditions and minimize land disturbance at installation sites. The network shall utilize industry-standard LoRaWAN protocol in the 900 MHz ISM band and support integration with LoRaWAN network servers. The network must provide remote monitoring capabilities and support secure backhaul connectivity to AWS servers. This SOW is associated with the federal contract opportunity "Coronado NF - Virtual Fencing Targeted Grazing Bas" (Solicitation Number 127EAU24Q0096), which is being issued by the Department of Agriculture Forest Service.

Virtual Fencing Specifications
Nogales Ranger Station
Coronado National Forest
I. GENERAL SPECIFICATIONS
Purpose/Objectives:
This specification is for a wireless network system to support virtual fencing trials in specific areas in Arizona, USA. The wireless network shall support the Vence Cattle Rider collar and Vence Herd Manager web application. The wireless network is envisioned to be comprised of several remote base stations supporting appropriate wireless technologies to enable communications with the Vence Cattle Rider collar and backhaul communications to cloudbased web services.
SCOPE OF WORK
Network Topology and Coverage o The wireless network provider shall supply predicted coverage maps to groundlevel end-points for each specified service each.
o The wireless network shall be implemented with “private network” infrastructure.
Shared network services are not suitable for these efforts.
Network Infrastructure Mechanical and Physical o Network infrastructure equipment (e.g., base stations) shall be entirely standalone in nature requiring no physical connection to power or wired backhaul connectivity. Typically, this will be implemented via solar power/battery system and cellular wireless backhaul.
o Network infrastructure equipment shall be capable of operating with a minimum of 5 days of reduced sunlight.
o Network infrastructure shall have minimal impact and land disturbance at installation sights.
o Network infrastructure shall be installed with a surface mount approach utilizing earth anchors to affix to location.
o Network infrastructure shall be designed and installed to be tolerant to adverse weather conditions including winds of up to 100 MPH.
o Network infrastructure shall provide for protection against use of perches for raptors.
o Network infrastructure shall support minimum on-site user support. Site visits shall be less than once per year.
• Network Infrastructure Wireless Parameters o The network infrastructure shall utilize industry standard LoRaWAN protocol operating in 900 MHz ISM band.
o Network infrastructure shall support integration with LoRaWAN network servers utilizing ChipStack Network Server Stack.
o Network infrastructure shall support 16 channels selectable of full 64 available channels.
o Network infrastructure shall support transmit power control.
o Network infrastructure shall support configuration of channel set and transmit power within capabilities of LoRaWAN Regional Parameter V1.0.2 or 3.
o Network infrastructure shall support back haul connectivity to AWS servers via fixed IP addresses.
o Network infrastructure shall support Semtech packet forwarding mode.
o Network infrastructure shall be full certified to operate with US regulatory domains including FCC.
• Network Infrastructure Access and Security o Network back haul connectivity shall support firewall capabilities to specifics ports and IP addresses.
o Network back haul shall support HTTPS protocol with third party supplied SSL certificates.
o Network infrastructure back haul modem and LoRa Gateway shall be accessible via SSH with configurable username and password protection.
• Network Infrastructure Monitoring o Network infrastructure shall support remote monitoring of power subsystem and backhaul health.
o Network infrastructure shall support status messaging via SNMP of at least the following parameters: gateway health, gateway location, and TX power.
o Network infrastructure shall support monitoring of power subsystem via Modbus over IP protocol.
GOVERNMENT FURNISHED PROPERTY
The Forest Service will not furnish any products for the purchase of the base stations.
