ASCC Order Performance Work Statement (PWS)

For: USAF F-16 Viper Memory Loader Verifier (MLV)/Modular Mission Computer (MMC) 7000AH+

1.0 Description of Services

1.1.1 Objective(s): This ASCC Order PWS describes the sustainment services required to update the USAF Viper Operational Program for the Modular Mission Computer (MMC) 7000AH+.

These sustainment services include Software Development, Engineering Evaluation and Test (EET)/Independent System Test (IST) testing, and Formal Qualification Test (FQT) before fielding Viper MLV OFP load and verify capability for the two different production deliveries for M8.2X & M8.1 Operational Flight Programs. Two different production deliveries are required on this task order. The first delivery will be compatible with the pre-rehosted M8.2X OFP line. The second will be the rehosted M8.1 OFP baseline.

3.0 Government Property:

GFP/M/E/I will not be provided.

4.0 Technical Requirement(s):

4.1.2 Place of Performance: The contract services may be performed at U.S. Government facilities, Contractor facilities, and Outside Continental United States (OCONUS) sites.

4.1.3 Facilities: The Contractor shall provide laboratory facilities, test facilities, test equipment and associated items sufficient to perform evaluation, investigation, test and evaluation as authorized under this contract. The Government shall facilitate access for the Contractor to test in the System Integration Laboratory (SIL) on an Integrated Test Station (ITS) and aircraft availability in advance of forty five (45) business days request, as required, in this

PWS.

4.2 IMS Milestones: The Contractor shall provide, as required, IMS for this PWS.

The Contractor shall meet 95% of all major IMS milestones as specified in the Contractor provided IMS. The Contractor shall notify the Government PM and the PCO of any slip in IMS milestones exceeding thirty (30) business days and within five (5) business days of discovery. The late milestones and/or remaining 5% of milestones shall be revised with new milestone dates acceptable to the Government PM and PCO.

4.15.1 Incorporation of Data: The Contractor shall complete 95% of all engineering and software changes into the applicable TDP and T.O. after engineering release and Government concurrence. A change involving safety shall be incorporated IAW TMCR.

4.15.2 Documentation Data: The Contractor shall deliver new and update changes to technical data and documentation generated for the MMC 7000AH+ as required in this PWS.

The Contractor shall request new Computer Program Identification Numbers (CPINs) as necessary from the Viper MLV Program Office. The required Viper MLV OP updates for each requirement shall be a stand-alone release. The Contractor shall deliver three copies of each resultant OP and hash on CD-ROM, CPINs. All copies of CPINs shall be delivered to ATTN:

David Firestone/Bernie Prieto, AFLCMC/WNA 235 Byron Street Suite 19A, Robins AFB 31098.

The documentation listed may include but not limited to: T.O.s, T.O. Changes/Redline; Software Test Report; TPS and Operational Test Program Set; Acceptance Test Procedures; Software Test Plan, Software Product Specification as required for Viper MLV OP updates. 4.17 Technical Order (T.O.): The Contractor shall perform redline changes and updates to

(4) new or existing T.O.s and (6) pages or more, if necessary, as required for ATS and proprietary interface support equipment under this contract as defined with this PWS software update. The Contractor shall develop and perform evaluations of technical manuals and source data as required. The Contractor shall support the T.O. Authoring, Engineering reviews, editing, and processing through Quality Assurance Group prior to delivery of T.O.s to the Government.

4.19.1 New Software Capabilities: The Contractor shall develop, integrate, test, verify and validate software updates to incorporate new or modified capabilities. The F-16 MMCU subsystem is an upgrade/replacement for the current F-16 Blocks 40-52 MMC and a key component to incorporate future functional and performance enhancements to the F-16. The MMC upgrade brings a new General Purpose High-Speed Plus (GPHS+) Line Replaceable Module (LRM). The MMC 7000AH+ upgrade adds a High-Speed Backplane enabling Ethernet communication to the aircraft and the common Ethernet Fill Port under 3306. The Ethernet load capability will follow the same general process used by the Taiwan MMC 7000AH system. The MMC 7000AH+ was integrated into the Viper Flight Test Support Program (FTSP) and delivered under delivery order FA8533-20-F-0081 on contract FA8533-17-D-0005. The capability was also integrated into the USAF Viper Operational Program but not enabled. BAE Systems shall provide USAF MLV OP capability update to support the MMC 7000AH+ upgrade for the USAF F-16 aircraft. Two different production deliveries are required on this task order. The first delivery will be compatible with the pre-rehosted M8.2X OFP line. The second will be the rehosted M8.1 OFP baseline. Services include:

• Update PMA Operating System, Viper MLV OP, VIPERSCAN with latest DAT files and Line Replaceable Units (LRU) software on a blank (new or formatted) hard drive.

• Support Engineering Evaluation and Test (EET)/Independent System Test (IST) testing, and Formal Qualification Test (FQT) before fielding Viper MLV OFP load and verify capability. The Contractor shall successfully demonstrate new software functionality or operational capability during formal acceptance testing with an approved software test plan.

• M.8.2X OFP load verify capability delivery by 30 June 2023

• M 8.1 OFP load verify capability delivery needed by 31 May 2025

4.22 Financial and Technical Status: As required, the Contractor shall provide financials and technical status of ongoing efforts NLT the tenth business day following the end of each month. (A001, A00L)

4.23 Meetings, Conferences and Technical Interchange Meetings (TIMs): The Contractor or the Government may request meetings, conferences or TIMs to resolve any critical program issues and concerns during the performance of this contract. These meetings may be held by telecom, video teleconference, or in person working sessions. The Contractor shall prepare minutes but the party who called the meeting shall prepare the agenda. The Contractor shall document all work performed; track the program progress; and complete all work related to this effort.The Contractor shall support and co-chair meetings, conferences and TIMs, as applicable. The meetings, conferences or TIMs shall be convened at a mutually agreed upon site and date in writing by the PCO and the Contractor. The final minutes and any Action Items shall be prepared by the Contractor and delivered to the Government NLT the tenth business day following the end of each meeting. (A001, A003, A00K)

4.28 Travel: Contractor shall formally provide advance notice to the PM at least ten (10) business days prior to travel to a U.S. Government facility CONUS locations and thirty (30) business days prior to travel, for work performed at U.S. Government facility or foreign Government facility OCONUS location. If required, the Contractor shall have a technical representative physically present and available at the user location in coordination with the PCO. Travel not included in the negotiated proposal shall require prior approval from the Government PCO. All cost for subcontractor, vendor, and/or supplier travel oversight and management that is considered outside of normal operations, not within the negotiated proposal, or travel that will exceed the allotted funding on the travel CLIN shall not be reimbursed by the Government without prior authorization from the Government PCO.
