About this file
This is a Notice of Intent announcing a sole-source contract extension for Visual Information and Production Centers 2.0 (VIPC 2.0) services. The Missile Defense Agency (MDA) intends to award a firm-fixed-price contract modification to the incumbent contractor, Intrepid L.L.C., under contract HQ0858-20-C-0004. The extension will span six months from April 15, 2026, through October 14, 2026, structured as one three-month base period and three one-month option periods executed as needed. The estimated contract value is $2,858,000, with award planned on or before April 14, 2026. Contract performance will be executed at multiple locations including Huntsville, AL; the National Capital Region; Dahlgren, VA; and Colorado Springs, CO. The NAICS code is 541430 (Graphic Design Services) with PSC code T001 (Photo/Map/Print/Publication - Arts/Graphics).
The required services encompass graphic design, multimedia production, photography, videography, presentation support, high-level briefings, and public affairs requirements to support MDA's mission-critical operations. The sole-source justification is based on the incumbent's unique familiarity with MDA systems, existing security clearances, and the inability to transition another contractor without unacceptable schedule delays while the competitive follow-on contract (VIPC 3.0) undergoes source selection. Although this notice is not a competitive solicitation, interested parties may submit capability statements within seven calendar days of publication to the MDA email address mda.redstone.msk.mbx.vipc-contracts@mail.mil, demonstrating their ability to commence performance on April 15, 2026, without transition delays. The Government retains sole discretion regarding competition and will not reimburse costs for submitted capability statements.

SAM.gov Narrative Description (Body of the Notice):
Description of Requirement:
The Missile Defense Agency (MDA) intends to award a sole-source, firm-fixed-price contract modification to Intrepid L.L.C., the incumbent contractor under contract HQ0858-20-C-0004. This bridge action will extend the period of performance of the existing contract by six (6) months from April 15, 2026, to October 14, 2026, to prevent a disruption of mission-critical services. The extension will consist of one (1) three (3) month base and three (3) one (1) month option periods to be executed as necessary. The estimated value of this extension is $2,858,000. The contract modification is planned for award on or before April 14, 2026, to ensure no lapse in service.
This bridge action is necessary to ensure the continuity of essential VIPC 2.0 services currently supporting multiple MDA functional organizations. These services include, but are not limited to, graphic design, multimedia production, photography, videography, presentation support, supporting high-level briefings, and fulfilling public affairs requirements. These services are vital to the Agency's mission and cannot be interrupted. A lapse in service would result in mission degradation and unacceptable schedule disruptions while the competitive award of the follow-on contract, VIPC 3.0, is completed.
Statutory Authority:
This action is being conducted pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," citing unacceptable delays in fulfilling the agency’s requirements.
Rationale for Sole-Source Action:
A competitive follow-on contract (VIPC 3.0) is currently under evaluation, but the source selection and subsequent transition will not be completed before the current contract expires on April 14, 2026. This bridge extension is essential to prevent a critical gap in mission-essential services. The incumbent contractor, Intrepid L.L.C., is the only source capable of continuing performance without incurring an unacceptable delay. The incumbent's experienced staff possess the required security clearances and are intimately familiar with MDA complex systems, processes, and operational requirements. A transition to any other contractor for this short-term bridge would necessitate a significant and disruptive ramp-up period resulting in unacceptable schedule delays and mission risk to existing requirements. This sole-source action is the most prudent and efficient approach to ensure continuity of operations and protect the integrity of the ongoing competitive process for the long-term requirement.
Submission of Information:
This notice is NOT a request for competitive proposals and is for informational purposes only. No solicitation document is available. However, MDA will consider all capability statements received from responsible sources within seven (7) calendar days of this notice's publication date. Interested parties who believe they have the capability to perform these services without causing an unacceptable delay may submit a capability statement that clearly details their ability to meet the requirements stated herein. Responses must be sufficiently detailed to demonstrate a genuine capability to begin performance on April 15, 2026, without a transition or ramp-up period. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice.
