About this file
This document is a Single Source Justification (Simplified Acquisition) for the Headquarters (HQ) Air Mobility Command at Scott AFB, Illinois. The contract is for annual Vindicator maintenance and service for Building 5028, with Fiscal Year 2025 funding. The primary contractor will be Cynergy, a Women-Owned Small Business (WOSB), partnering with Johnson Controls. The requirement stems from an expired system warranty, leaving the customer vulnerable to security risks, and involves performing annual inspections of peripheral devices, checking for physical damage, loose connections, corrosion, and proper mounting. Market research found three small businesses capable of meeting the government's requirements, but Cynergy was determined to be the sole source due to its WOSB status and familiarity with the existing Vindicator system.
The contract, valued under a simplified acquisition threshold, will provide personnel, supervision, management, tools, equipment, transportation, materials, and other items necessary to maintain the Vindicator system. Johnson Controls, identified as the primary subcontractor for most Vindicator requirements at Scott AFB, previously installed the unit and provided all necessary service under the now-expired warranty. The Contracting Officer conducted market research, including a search on UNICOR and AbilityOne websites and a Request for Information (RFI) on NASA SEWP V, which produced no alternative sources. The contract is set to be awarded on 8/13/2025, with the Contracting Officer determining that a single source is reasonably available in accordance with federal acquisition regulations.
