About this file

This document appears to be a Justification and Approval (J&A) for a brand name purchase of IT products for the Vincent Hall facility. The key details are:

The Army is seeking to procure IT infrastructure and audio-visual equipment for the Vincent Hall facility to support the Cyber Center of Excellence (CCoE) student training requirements. Due to cybersecurity requirements, the Army was unable to use alternative IT solutions and must procure brand name products. The items are required to be operational by 30 October 2024, but there are concerns that some long lead-time items may miss this deadline. If the justification is not approved, the Vincent Hall facility will not be operational, requiring courses to remain in older deteriorating structures. This $1 billion Army effort is intended to transform and modernize the CCoE Campus to support Multi-Domain Operations training. The acquisition will be conducted through the mandatory Army CHESS program and will be open to all eligible ITES-3H contract holders. No procurement history is available for these items.

b. Alternatives. The CCoE Transformation Cell examined alternative IT solutions at the start of developing the network architecture for Vincent Hall, but due to enterprise service providers cyber security requirements, these solutions were unable to be approved for implementation. Specifically, regarding audio-visual requirements, the organization looked for an Audio-Visual over Internet Protocol solution but was unable to get that accredited for use.

c. Additional Supporting Information:

1) The Cyber Security findings, and authorized products list for some Vincent Hall networks are classified but the appropriate examination of alternatives was conducted via meetings.

2) Some long lead-time items listed in the tables under paragraph 3 may already risk obtaining fully operational capable status for Vincent Hall by 30 October 2024.

d. Impact if justification not approved: If these specific items are not approved the IT infrastructure for the Vincent Hall facility will not be operational to absorb the Cyber Schools student training requirements. Courses programmed to be taught in Vincent Hall will remain in 5060 year-old deteriorating structures as well as requiring additional temporary relocatable building swing space. Not procuring this requirement disaggregates and desynchronizes the $1 billion Army effort and priority to transform and modernize the CCoE Campus so it has the necessary capabilities to train and educate Soldiers to support Multi-Domain Operations in Large Scale Combat Operations.

6. Actions to Increase Competition: This effort utilizes the Armys mandatory source of supply and will be open to all eligible providers on the ITES-3H vehicle.

7. Market Research: It is mandatory to procure these items under the Army CHESS program. Market research was performed within the CHESS program and multiple companies can provide these requirements. All eligible ITES-3H contract holders will be eligible to compete for this requirement. Multiple ITES-3H vendors have expressed verbal interest during the market research . Market research results were compiled and completed on 17 January 2024 by the Contract Specialist at MICC Fort Eisenhower.

8. Other Facts: This acquisition will use the Mandatory source of supply. There is no available procurement history for these items.
