About this file

This is a Request for Quotation (RQS) issued by the State of Maine Division of Purchases on behalf of the Department of Environmental Protection (MEDEP) for the purchase, storage, distribution, and resale of fiberglass home heating oil tanks. The MEDEP seeks to procure 19 double-wall fiberglass tanks and 45 single-wall fiberglass tanks (64 tanks total, each with 240-gallon capacity) to be distributed to oil companies and heating contractors hired by MEDEP or the eight Community Action Programs operating throughout Maine. The tanks will be delivered in a single shipment via covered 53-foot trailer during the April through September 2012 period. Winning vendors must be established heating equipment wholesalers with at least three retail locations in Maine, with mandatory geographic distribution including at least one store in the Portland-South Portland area or further south and one store in the Bangor-Brewer area or further north. Individual tanks must be delivered to store locations nearest the heating contractors or job sites at no additional charge, with distribution among the vendor's store network included in the bid price.

All tanks must comply with UL 2258 standards and be manufactured by Vilco or an equivalent manufacturer, featuring fiberglass construction with ultraviolet and fire-resistant properties. Double-wall tanks must include factory-installed sight glass, integral fiberglass saddles, five top openings (four usable), and 360-degree containment, while single-wall tanks require four top openings and standard fiberglass construction. Both tank types must carry a 30-year limited warranty against corrosion-related leaks and include $5 million environmental liability insurance. The winning vendor must also distribute and store MEDEP-supplied filter protectors with each tank, with associated costs included in the per-tank price. MEDEP guarantees the sale of all 64 tanks by September 30, 2012, and will purchase any unsold inventory at the awarded prices. Two separate unit prices will be established—one for double-wall tanks and one for single-wall tanks—with vendors permitted to accept tank delivery no earlier than April 15, 2012.

Division of Remediation Fiberglass Home Heating Oil Tanks March 2012

State of Maine Department of Environmental Protection

Bureau of Remediation and Waste Management

Fiberglass Home Heating Oil Tanks

I. INTRODUCTION

The State of Maine, Division of Purchases is seeking bids from heating equipment wholesalers to purchase, store, distribute, and resell 19 double walls, fiberglass home heating oil tanks and 45 single wall, fiberglass home heating oil tanks from April thru September 2012, for the State of Maine Department of Environmental Protection (MEDEP).

All contractors must be established heating equipment wholesalers with at least three (3) stores located in Maine. To assure a statewide distribution network one store must be in the Portland - South Portland area or further south and one store must be in the Bangor - Brewer area or further north.

II. SCOPE OF WORK

PURPOSE

The State of Maine Department of Environmental Protection (MEDEP) intends to install 19 double wall, fiberglass home heating oil tanks and 45 single wall, fiberglass home heating oil tanks at various sites throughout Maine in the year 2012. The installations of these home heating oil tanks will be performed by oil companies and heating contractors hired by the MEDEP or by the 8 Community Action Programs (CAPs) located throughout Maine. In order to avoid high shipping costs that come about from ordering 1 or 2 tanks at a time, one truckload (64 tanks, 240 gallon storage capacity each, in a covered trailer 53’ long) of tanks will be ordered by a heating equipment wholesaler. The wholesaler will then store, distribute, and sell these fiberglass home heating oil tanks.

Each tank will be sold by the wholesaler directly to the heating contractor for the awarded price. There will be one price for the double wall fiberglass tanks and one price for the single wall fiberglass tanks. The wholesaler must maintain a network of at least 3 stores spread throughout the state and must deliver individual tanks to the store closest to the heating contractor at no additional charge.

The MEDEP will guarantee the sale of all 64 tanks by the end of September 30, 2012. Should any of these 64 tanks be unsold at that time, the MEDEP will purchase the remaining tanks from the wholesaler at the awarded prices.
