About this file

This document is a Justification and Approval (J&A) Modified for a sole-source bridge contract for the Defense Health Agency (DHA). The contract is for maintenance, repair, and support services for GlobalMed Virtual Health Telehealth Carts used in Military Treatment Facilities, with Excentium Inc. as the sole authorized reseller. The contract is a follow-on to a previous five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, covering a base period from 30 September 2025 to 29 March 2026, with one six-month option period.

The procurement is being conducted under simplified procedures for commercial items, with Excentium Inc. identified as the only vendor capable of meeting the requirement due to exclusive licensing. The contract aims to maintain critical telehealth capabilities, enabling remote medical examinations in smaller clinics and austere environments. A market research and Notice of Intent issued on 9 September 2025 yielded no alternative sources. As a Service-Disabled Veteran-Owned Small Business (SDVOSB), Excentium Inc.'s selection also supports agency goals for small business participation.

4. Statutory Authority Permitting Other Than Full and Open Competition: The statutory authority is 41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Rationale Justifying Use of Authority Cited: GlobalMed products can only be sold by authorized resellers. Excentium Inc, ADS, Inc. and Soldier Point Digital Health are the only authorized reseller. Excentium, Inc. and ADS are the only vendors with existing agreements and experience servicing this system within DoD. Excentium Inc. as the current vendor, is the only authorized resellers for GlobalMed products that can meet the acquisition timeline to avoid a gap in service. A unique license from GlobalMed, obtainable only through their licensed resellers like Excentium, is essential for maintaining the virtual carts crucial to the DHA's mission of providing uninterrupted telehealth services. These systems enable remote examinations by specialists in smaller clinics and austere environments, facilitating care in locations with limited access to higher-level physicians. Because GlobalMed exclusively sells through licensed resellers, ensuring Excentium's ability to service and maintain these vital carts necessitates the acquisition of this unique GlobalMed license through Excentium. The loss of the capability will directly impact the delivery of remote patient care where virtual capabilities are heavily relied upon.

6. Efforts to Obtain Competition: The Contracting Office issued a Notice of Intent on September 9, 2025, providing an opportunity for other vendors to express their interest. No responses were received by the close date of September 15, 2025. After exhausting all other reasonable efforts to identify alternative sources, the government has determined that Excentium Inc is the single source to extend services to avoid a break in service.

7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition: There are no practical alternatives available to increase competition for this requirement. N/A

8. Market Research: Market research was conducted IAW FAR Part 10 on 8 August 2025 for this effort to identify potential sources for this requirement. The system requires licensed resellers limited to Excentium Inc, ADS, Inc. and Soldier Point Digital Health. Excentium, Inc.

and ADS are the only vendors with existing agreements and experience servicing this system within DoD.

9. Other Facts:

a. Procurement History:

(1) Is this a new requirement? No

(2) If 9.a.(1) is No, was the action just prior to this one competed? No. This requirement was previous awarded in 2019 as a five (5) year IDIQ. A follow-on bridge contract was awarded 29 September 2024.
