About this file

This document is a Draft Statement of Work (SOW) for Vessel Custodial Services (VCS) issued by the Maritime Administration (MARAD) for the National Security Multi-mission Vessel (NSMV) program. The SOW outlines comprehensive requirements for managing and maintaining training ships for State Maritime Academies, with a focus on supporting cadet training, national security readiness, and emergency response capabilities. Key responsibilities include vessel maintenance, regulatory compliance, crew management, logistics, configuration management, activation and operational support, cybersecurity, safety protocols, and business planning.

The SOW specifically addresses managing vessels that will replace aging training ships in the National Defense Reserve Fleet, enabling training for up to 600 cadets and providing flexible, deployable assets for national emergencies. The contractor will be responsible for maintaining vessels in full operational and reduced operational status, conducting sea trials, managing crew and shoreside staff, implementing IT and cybersecurity infrastructure, ensuring environmental and safety compliance, and supporting potential missions including humanitarian aid and disaster relief. The draft document indicates a potential solicitation timeline with suggestions and questions due by February 27, 2026, and is part of MARAD's effort to enhance maritime training and national security capabilities.

VCS Guide

Introduction Purpose The document encompasses a wide array of functional areas pivotal to maintaining the fleet's operational status. It begins with a detailed overview of material condition assessments, continues through the essential processes of vessel maintenance, and highlights the importance of regulatory compliance and sea trials. Each section is meticulously structured to facilitate a thorough understanding of the necessary procedures and strategic imperatives.

Furthermore, it delves into the intricacies of vessel repairs, life cycle management, activation, and operational protocols, ensuring that all aspects of vessel management are covered comprehensively. This guide is also underpinned by precise logistics and configuration management principles, reinforcing strategic alignment and process optimization, crucial for maintaining the vessels' readiness and strategic value.

In addition, there is a strong focus on government and stakeholder relations, crew and shoreside staff management, and the imperative of robust business planning and financial management. The approach ensures strategic alignment with MARAD's overarching mission and enhances the value delivered to all stakeholders.

The document also places a significant emphasis on the burgeoning field of IT and cybersecurity infrastructure, acknowledging the growing importance of technological vigilance in modern maritime operations. Safety and environmental stewardship are given due prominence, reflecting MARAD's commitment to sustainable practices and regulatory adherence.

This guide is intended to function as a living document, continually evolving to meet the dynamic needs of the maritime environment, ensuring MARAD's fleet remains a pillar of national strategic maritime capability.

Background/History The purpose of the NSMV is to replace the aging training ships within the National Defense Reserve Fleet (NDRF). The PNSP Program is enhancing/increasing the overall training capacity for State Maritime Academy (SMA) cadets and providing a flexible, deployable asset for national emergencies.

The NSMV enables training operations for up to 600 cadets at-sea, ensuring compliance with U.S. Coast Guard (USCG) credentialing requirements per 33 CFR Navigation and Navigable Waters, and 46 CFR 10 – 13, 15 & 16.

Scope Marine Engineering and Marine Transportation is rigorous and demands a superlative training environment such as the NSMV provides. Cadets must complete at least four sea terms to accrue no less than 180 approved days over the four years of matriculation. During voyages on the NSMV, each cadet rotates through classroom and laboratory training and participate in ship operations, including deck and engine watches, maintenance, and emergency drills. The unique capabilities that the NSMV brings are also available to our Federal Mission partners in support of national security and disaster response operations (e.g., MARAD support of FEMA in accordance with Pre-Scripted Mission Assignments). Authorities MARAD derives the authority to conduct NSMV and State maritime Academy (SMA) support from:
