21. Set-aside Status: This procurement will be full and open competition and NOT set-aside for small business.

22. Description: The Contractor shall supply a Detachment (DET) under a C-type contract that will provide ship- based and/or shore-based Vertical Replenishment (VERTREP). The contractor will provide a two-helicopter DET of like TMS aircraft, an optional unmanned aerial capability, all support equipment and supplies, 5-pilots and 3-maintainer minimum staffing, and a support structure, conducting theater operations 365-days a year. The Government will provide Mode 5 radio transponder and control units as

GFE, however the contractor will be required to configure their aircraft to DOD AIMS standards. The

Contractor shall provide all other equipment and supplies necessary to perform the flight operations and required services. The DET will be forward deployed worldwide for extensive periods at sea. It is anticipated that the DET will be primarily assigned to Combat Logistics Force (CLF) ships of the T-AKE class and used to meet SEVENTH and FIFTH Fleet requirements. Delivery is anticipated to be in Guam;

however, operational requirements may dictate another location at the Government’s discretion. The DET will be required to perform missions at any time, day or night, on a 24-hour per day basis

THIS IS A SYNOPSIS NOTICE ONLY for commercial services prepared in accordance with the format and procedures in FAR Part 12 and FAR Part 15. MSC intends a single award, Firm-Fixed-Price contract with a one (1) year base period and four (4) one (1) year options periods in accordance with FAR 52.217-9. This is not a Request for Quote/Proposal/Bid and no contract will be awarded as a result of this notice. The solicitation and any further information is not available at this time.
