About this file
This file contains a Statement of Interest for Coaching & Professional Learning submitted by Vernonia School District (District 47J) in Vernonia, Oregon, to the Oregon Department of Education (ODE) for consideration by pre-approved coaching vendors. The district seeks in-person and virtual 1:1 coaching for principals focused on leadership for general continuous improvement, specifically utilizing Inflexion methodology and the 4 T's framework for strategic planning and school improvement. The coaching will emphasize data-driven decision-making, monitoring progress toward Longitudinal Performance Growth Targets (LPGTs) and strategic initiatives through walkthroughs and observations, and providing confidential mentoring support to build instructional capacity and a transparent leadership climate. The district intends to begin coaching services as soon as possible, with full implementation targeted for the 2025-2026 school year. The Statement of Interest will be distributed to ten pre-approved vendors including Community Design Partners, New Teacher Center, Sterling Literacy Consulting, Education Northwest, HMH-The Center for Model Schools, TNTP, Educational Excellence, Inflexion, WestEd, and Instructional Leadership Collective.
The contract is valued at a not-to-exceed amount of $15,000. Vernonia School District previously received coaching and mentoring support through the Northwest Regional ESD, which is no longer available, creating the current need for external coaching services. The district has established prior working relationships with Inflexion through the Oregon Small and Rural Schools Network and expresses preference for continuing this partnership. The primary challenge for vendors will be the rural location of the district. Contact information for the procurement includes Jim Helmen (District Contact) and Megan McCarter (ODE Regional IP Contact), with David Jamieson serving as the ODE Regional Support liaison. The coaching services should align with the district's Progress Markers and support the district's strategic plan and leadership development objectives.

Related LPTS & Progress Markers Longitudinal Performance Growth Targets (LPGTs) are required by each district that participates in SIA funding (virtually all Oregon districts). They are important to consider when developing coaching plans and may, over time, be important for the coaching vendor to attend to when providing intermittent updates on progress made via coaching services.
Districts also report programmatic and budget progress quarterly, attending to the potential growth toward key Progress Markers in those reports. Progress Markers inform behavioral and systemic changes long before the types of outcomes captured in LPGTs are seen or realized. Coaching vendors should attend to these Progress Markers when providing progress reports on coaching to the districts served.
Suggested alignment between the Progress Markers and Coaching Focal Areas are as follows:
· Early & Middle School Literacy
· PM 3 (Data Teaming), 4 (Literacy Inventory) and 8 (Literacy Plan/Program)
· Community Engagement
· PM1 (engagement is authentic, consistent, and ongoing). PM5 (Two-way communication practices are in place), PM6 (Student agency and voice is elevated), PM11 (Schools strengthen partnerships with active community organizations and partners)
· Equitable Mindsets, Practices & Systems
· PM2 (Equity tools are utilized in continuous improvement cycles)
· Fiscal Stewardship
· PM12 (high-quality spending and resource allocation review) Additional Progress Markers to consider tracking when planning coaching services and reporting on coaching progress:
· PM7, PM9, PM10, PM13, PM14, PM15
