About this file
This is an Invitation for Bid (IFB) issued by Contra Costa County, specifically through its Purchasing Services department, seeking to establish contracts with authorized Verkada dealers for the supply and delivery of Verkada parts and equipment on an as-needed basis. The solicitation, numbered CONTR-0000000025, was released on August 14, 2025, with bids due by September 25, 2025, at 3:00 P.M. PDT. The contract will have a five-year term, commencing on the effective date of the agreement, with the County reserving the right to terminate the contract with 30 days' written notice. The scope is strictly limited to purchasing Verkada equipment and explicitly excludes any installation, configuration, programming, maintenance, or training services.
The bid requires dealers to provide a single fixed percentage discount from the manufacturer's current published list price for all Verkada catalog items, including newly released products. The County will not guarantee any minimum or maximum purchase quantities and will place orders at its sole discretion. The pricing structure includes a "Most Favored Customer" clause, ensuring the County receives pricing at least equal to the vendor's lowest pricing offered to other customers. Bidders must be authorized Verkada dealers at the time of bid submission and maintain that status throughout the contract term. The evaluation will primarily focus on the percentage discount, total bid amount for sample items, compliance with specifications, and the bidder's qualifications, with the County potentially awarding multiple vendors based on the most responsive and responsible bids.

This solicitation is strictly limited to the procurement of parts and equipment only and expressly excludes the provision of any services, including, without limitation, installation, configuration, programming, maintenance or training.
The County makes no commitment, representation or guarantee regarding the purchase of any specific products, quantities, or dollar amounts under any resulting award. The pricing schedule included in this IFB contains a list of sample items for pricing evaluation purposes only. These sample items are provided solely as representative examples of parts and equipment previously purchased by the County and shall not be interpreted as a commitment, promise, or guarantee of future purchases. Section III: Scope of Service
1. Contract Overview:
The County seeks to establish contracts with one or more authorized Verkada dealers for the supply and delivery of Verkada parts and equipment on an as-needed basis. 3. Contract Term and Renewal
The term of the contract awarded as a result of this Invitation for Bid shall be for a period of five (5) years, commencing on the effective date of the agreement executed by the County.
The County reserves the right to terminate the contract, in whole or in part, at any time, with or without cause, upon thirty (30) calendar days’ written notice to the Contractor.
All renewals shall be contingent upon the Contractor’s satisfactory performance, continued authorization as a Verkada dealer, and the availability of funds.
4. Scope Limitation
This solicitation is strictly for the purchase of Verkada parts and equipment only. It expressly excludes the provision of any services, including but not limited to installation, configuration, programming, maintenance, troubleshooting, repair, or training.
5. Pricing Structure
Bidders shall provide a single fixed percentage discount from the current manufacturer’s published list price (MSRP) for all items in the Verkada catalog. The discount shall remain firm for the entire contract term and shall apply to all products, including newly released items, unless otherwise approved in writing by the County. If manufacturer pricing controls or policies limit the discount that can be offered, bidders shall provide the maximum discount allowable under their dealer agreement and shall clearly identify any such limitations in their bid response.
IFB #: CONTR-0000000025 Page 11
6. Price Match / Most Favored Customer Clause

The County’s determination of comparability shall be final.
If, during the term of the contract, the County obtains a bona fide written quotation or offer from any authorized Verkada dealer for an identical product at a lower delivered price, the awarded vendor(s) shall have the option to match or beat the lower price. Should the awarded vendor(s) decline to meet or beat the lower price, the County reserves the right to purchase the product from the alternative source without penalty, liability, or breach of contract.
This provision shall apply to all purchases under the resulting contract(s), regardless of quantity, for the duration of the contract term.
7. Ordering and Quantities
All orders will be placed on an as-needed basis, at the sole discretion of the County. No commitment, representation, or guarantee is made regarding the purchase of any specific products, quantities, or dollar amounts under the resulting contract(s). No minimum or maximum purchase is implied or shall be construed.
8. Sample Items for Evaluation
Exhibit B provided in this IFB contains a list of sample parts and equipment for evaluation purposes only. These items are solely representative of past purchases by the County and shall not be interpreted as a commitment, promise, or guarantee of future purchases.
9. Delivery Requirements
All items shall be new, in original manufacturer packaging, and delivered F.O.B. destination to County-designated facilities.
10. Right to Add or Remove Items
The County reserves the right to add or remove Verkada products or related accessories from the scope of the contract at any time during the contract term without penalty or adjustment to the awarded discount percentage.

Section IV: Evaluation and Selection Criteria
A. Selection Process
Each bid will be independently evaluated for completeness by staff and will be reviewed and scored based on the following criteria:
• Percentage discount (or markup) from the manufacturer’s current published list price, applied to the full Verkada catalog, and verification of sample item pricing. This will be the primary factor in determining the lowest bid.
• Total bid amount for sample items, including tax, delivery, destination, and any other ancillary charges.
• Thoroughness of compliance with itemized bid specifications
• Evaluation of alternate submittals of equal to or better products
• Bidder qualifications
• The selection will be made to the lowest responsive and responsible bidder who meets the requirements of these specifications, terms, and conditions herein
• After evaluating all bid submittals, the lowest qualified bidder(s) will be determined
The County reserves the right to make multiple awards to the lowest responsive and responsible bidders meeting all requirements of these specifications, terms, and conditions.
Orders may be placed with any awarded vendor at the County’s discretion, including the use of the Price Match / Most Favored Customer provision contained in the Scope of Work.
B. Tie Bids
In the event that an identical price is received from two or more responsive and responsible bidders, the County may re-advertise for bids, or the successful bidder may be determined by the casting of lots with the tie bidders in public at a date and time set by County’s Purchasing Manager.
C. Proposals are Public Records

Unless otherwise compelled by a court order, the County will not disclose any proposal while the County conducts its deliberative process in accordance with the procedures identified in this RFP. However, after the County either awards an agreement to a successful Proposer, or rejects all proposals, the County shall consider each proposal subject to the public disclosure requirements of the California Public Records Act. Each Proposer is hereby informed that, upon submittal of its proposal to the County in accordance with this RFP, the proposal becomes the property of Contra Costa County.
