About this file
This Justification for Other Than Full and Open Competition (OTFAOC) document details a sole-source contract extension for Defense Information Systems Network (DISN) Transport telecommunications services in Japan. The Defense Information Systems Agency (DISA) is seeking to continue mission-critical telecommunications services with Verizon Business Network Services through four Communication Service Authorizations (CSAs) for uninterrupted, diverse 1G and OC-3 telecommunications connections in Japan, with a contract value for 12 months and a 30-day termination clause.
The contract extension is necessary to ensure continuous communication services for the Department of Defense, supporting critical infrastructure and connectivity in the Indo-Pacific theater. Verizon is deemed the sole viable contractor due to complex transition challenges, limited market research timeframes, and the risk of service disruption. The current contract, which is a follow-on to the previous DTS-P II contract, will run until 5 September 2025, with Verizon being the only source capable of maintaining the required security, reliability, and sustainability of these telecommunications circuits without risking mission-critical communication gaps.
This announcement constitutes an award notice for a sole source contract. This is a requirement to continue existing services for a 1G intra-Japan commercial lease. Telecommunications services provided under this contract will continue for not-to-exceed 12 months after contract award, unless sooner discontinued.
