About this file

This is a Questions and Answers document addressing vendor inquiries for a drinking and wastewater technical assistance contract for the EPA Region 9. The document clarifies key operational requirements including the need for at least 2 on-site operational staff (one drinking water and one wastewater specialist), acceptance of California State Water Resources Control Board certifications until Marianas Island certifications are obtained, and an anticipated contract start date of March 1, 2025.

The Q&A reveals that the GIS database is currently being updated, and SCADA systems are only present at a few pilot locations (water tanks), with a master planning process underway. The Quality Assurance Surveillance Plan (QASP) will be uploaded separately. While an Independent Government Cost Estimate (IGCE) exists, it is not being shared with vendors to maintain fair competition. Responses to this RFI are due by January 3, 2025 at 1500 Pacific Standard Time.
