About this file

This document is a Small Business Subcontracting Plan form required by the Commonwealth of Virginia for all bidders responding to state procurement opportunities. The form serves as a mandatory submission component to establish a bidder's responsiveness to the procurement requirements. Bidders must declare whether they plan to complete all work themselves or utilize subcontractors, and they must provide detailed information about their proposed use of Virginia Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses in the performance of the contract during the initial contract period.

The Commonwealth has established a goal that over 42% of its purchases be made from small businesses, including DSBSD-certified micro businesses, women-owned businesses, minority-owned businesses, and service-disabled veteran-owned businesses. Bidders certified by DSBSD as micro or small businesses need only complete Section A of the form by providing their certification number and certification date. Bidders not holding DSBSD certification must complete Section B, which requires identification of specific subcontractors and detailed documentation of their proposed small business utilization, including company names, certification numbers, contact information, certification types, work descriptions, and dollar values or percentages for the initial contract term. The plan states that proposed participation percentages will be incorporated into and become contractual requirements, with failure to meet proposed participation levels potentially resulting in breach of contract.
