About this file

This is a Q&A document for DMA-RFP-329, containing questions from vendors and answers from the Defense Military Affairs (DMA) regarding food service operations at a military dining facility. The contract is set to begin April 1, 2025, and requires the vendor to operate the dining facility seven days a week from 7 AM to 2 PM, providing breakfast and lunch services. The facility serves military and civilian personnel on base, with staffing requirements ranging from 7-10 employees during slow seasons to up to 15 during busy periods.

The financial arrangement involves a revenue-sharing model based on net monthly sales, with no separate rent charged to the vendor. Current military per diem rates are $6 for breakfast and $11 for lunch. Weekly foot traffic averages 70-100 tickets Monday through Wednesday, and 150-225 tickets Thursday through Saturday, with holiday weeks seeing reduced traffic of less than 75 tickets daily. The vendor is responsible for providing all kitchen supplies except for the stove and ice maker, which are supplied by DMA but must be replaced by the vendor if they break down. The facility includes furnished dining areas with tables, chairs, TVs, and plates, and is inspected by Military Occupational Health rather than DBPR.
