About this file
This is an amendment containing vendor questions and answers for RFP 190000002683 issued by the State of Michigan Department of Military and Veterans Affairs (DMVA). The RFP requests the procurement of more than 12 conexes (shipping containers) for delivery to the Combined Support Maintenance Shop (CSMS) located at 3323 North Martin Luther King Jr. Boulevard in Lansing, Michigan, with an initial delivery deadline of September 30, 2019. The amendment clarifies that contractors must be capable of fulfilling the initial order of 12 units while also maintaining capacity to supply subsequent orders at any of the state's 44 locations across Michigan's upper and lower peninsulas. The original proposal submission deadline was extended by one week due to the July 4th holiday to allow vendors adequate time to review RFP requirements and legal terms.
The amendment addresses product specifications, clarifying that the DMVA cannot select brand-specific container options during bidding and directs vendors to meet the minimum requirements stated in the RFP specifications section. Regarding container type, vendors may provide either Type 1 (doors on one end) or Type 2 (doors on both ends) conexes. The preferred color is tan, though other colors are acceptable; vendors should use standard paint or CARC paint as appropriate to their manufacturing capabilities. The state confirmed it will provide offloading capabilities at the delivery site and that no evaluation preference exists for containers manufactured in the United States by small businesses. No specific pricing information, set-asides, incumbent contractor details, or annual quantity commitments beyond the initial 12-unit order are outlined in this amendment.

Amendment to RFP 190000002683 Answers to Vendor Questions
Q.1 Due to the July 4th holiday, we have not had sufficient time to properly review and consider all of the rules, requirements and legal terms of the RFP. Would an extension to the due date by one week be possible?
ANSWER: Yes, we will publish an amendment to the RFP.
Q.2 The State of Michigan makes reference to the need for “>12” Tricon containers but does not specify an exact quantity or what type of Tricon container. The most commonly ordered Tricon containers by the government are the Tricon Type 1 (SB821.0 – doors on one end) or the Tricon Type 2 (SB822.0 – doors on both ends) that we manufacture in New Jersey. Please see the attached specification sheets to help you define which Tricon is being requested that we may bid on for this effort.
ANSWER: The DMVA cannot select from among available brand-specific options during the bidding process. Please refer to the minimum requirements section of the RFP to determine whether or not your company is able to supply a product that meets at least these specifications.
Q.3 Due to our current production schedules for orders in place, we would like to know the total quantity (even if initially just 12), Tricon Type (1 or 2), and lead time (i.e. 60, 90, 120 days ARO) in order to determine capacity and availability to comply with the State’s request.
ANSWER: 12 conexes are requested for initial delivery to CSMS by September 30, 2019 as specified in the background section of the RFP. In addition to being able to fill this initial order, the Contractor must also be able to fill subsequent orders for this product, but no anticipated annual quantity can be specified at this time outside the initial 12-quantity order.
Q.4 Please state a color (i.e. Desert Tan or Olive Drab Green and type, i.e. standard paint or CARC paint) rather than “Standard Military Subdued” so that we can correctly identify the color/type of paint and the charge in production if a bid that we may consider offering is selected for award.
ANSWER: The color does not matter, although Tan is preferred.
Q.5 Please confirm that you can provide offloading capabilities (i.e. a forklift truck or crane) to unload the trucks upon delivery.
ANSWER: Yes we do have off-loading capabilities.
Q.6 What is the delivery address that we can determine a delivery rate?
ANSWER: For the initial order of 12 conexes, the address is as follows:
Combined Support Maintenance Shop (CSMS) 3323 north Martin Luther King Jr. Blvd., Lansing, MI 48906
For subsequent orders, delivery may be requested at any of our 44 locations spread across the upper & lower peninsulas within the State of Michigan.
Q.7 How does Michigan define a “small business?”
ANSWER: As requested within the RFP instructions, you must cite the specific location within the RFP this term is found. Please reformulate this question so it is clear what you are referring to within or outside of the RFP.
Q.8 Is there an evaluation preference for Tricons made in the United States by a small business?
ANSWER: No.
