About this file

This document is a vendor questions and state response for RFP 250000001031 issued by the State of Michigan for an Educational Performance Study and Reporting project. The RFP seeks a contractor to evaluate data submitted by authorizers and assess performance using both the provided reports and additional publicly available datasets to deliver recommendations to the State Principal (SPI). The project is structured as a one-time, specific engagement rather than an ongoing research initiative. Vendors are expected to develop a comprehensive evaluation system based on statutory requirements for authorizer reports, though sample reports are not provided in advance. Upon project completion, the State will determine with the selected vendor whether the final analysis may be published as academic research, subject to mutual agreement.

The State has not established a fixed budget range and invites bidders to submit their best proposed pricing for the project scope. No specific information regarding set asides, incumbent contractors, site visits, bidder conferences, award dates, or contract renewal options is detailed in this response document. Vendors should anticipate that proposal evaluation and budget justification will be based on the completeness and quality of their proposed methodology rather than predetermined cost parameters.
