About this file
This document contains vendor questions and answers from the State of Michigan regarding RFP 250000001031 for an Educational Performance Study and Reporting project. The RFP seeks a vendor to evaluate authorizer reports and analyze publicly available datasets to provide recommendations to the State Superintendent of Public Instruction (SPI). This is specified as a one-time project with no planned follow-up evaluations or additional data collection.
The state declines to provide a specific budget range, instead requesting bidders to submit their best proposed budget. The evaluation scope should include both the required authorizer reports (contents of which are detailed in the referenced statute) and any relevant publicly available datasets. Regarding intellectual property and publication rights, the state indicates that discussions about publishing the analysis in academic research papers would occur after contract award and project completion.
