About this file

This document contains vendor questions and responses for RFP 120-RCC04212026, issued by Rockingham Community College (RCC) in North Carolina for advertising agency services. The RFP seeks a qualified agency to develop and execute comprehensive marketing campaigns targeting prospective and current students across multiple channels including direct mail, email, digital media, social media, geo-fencing, radio, television, and streaming platforms. The agency will be responsible for developing marketing strategies and advertising assets, executing paid media placements, and providing real-time campaign reporting and analytics. Written questions were due by April 27, 2026 at 10:00 AM ET, with responses provided by April 29, 2026, and proposals were required to be submitted electronically through the North Carolina Electronic Vendor Portal (eVP) by May 1, 2026 at 12:00 PM ET. The initial contract term begins May 1, 2026, with options for renewal for up to two additional one-year terms contingent upon thirty days' written notice before the end of each term.

Key findings from the vendor questions and responses indicate that RCC prefers a budget not exceeding $100,000, with no current incumbent contractor on this type of service. The college currently utilizes Watermark Enterprise for student success and engagement rather than Element451 CRM, and direct integration with Element451 is not a requirement for qualification. RCC already maintains existing prospective student lists and requests that vendors suggest additional resources for population lists rather than sourcing lists independently. Success metrics are defined by increased enrollment, student retention, community awareness of educational opportunities, and specific enrollment targets and key performance indicators that will be determined upon contract award. Career and Technical Education programs are the current priority, though the college seeks an overall marketing plan for all programs. Target audiences include traditional-aged high school students for dual enrollment and recent graduates, adult learners seeking career change or advancement, and returning students. The college has existing video and photography assets available through a current vendor contract for vendor use in campaigns. Internal stakeholder involvement includes the Director of Public Information as the primary day-to-day contact, with oversight from the Admissions, Marketing/Public Information, and Technology Support Services departments.
