About this file
This is a Vendor Questions and Agency Responses document issued by the Colorado Office of the State Architect, State Buildings Program for RFQ1-DAAA-2026000041, which solicits architect/engineer (A/E) qualifications for HVAC, electrical, and energy upgrades at the Colorado Talking Book Library. The RFQ is seeking A/E services to design and oversee the project, with the understanding that drawings and plans developed by the selected firm will be included in a future construction contractor solicitation. The document clarifies that this is a qualifications-based selection process rather than a competitive bid process, and that interested vendors must monitor ColoradoVSS for all official solicitation documents and communications. The State does not use Bidnet as an official posting platform. A future solicitation for construction contractors is anticipated, though no estimated timeframe has been provided for that posting.
The selected A/E firm must include either as a prime consultant or subconsultant a qualified professional certified to conduct an ASHRAE Level II Energy Audit and provide recommendations to inform the project design. The State anticipates that the A/E team will identify hazardous materials before construction begins, and notes that funding is typically reserved for unforeseen conditions such as abatement if needed. The State is seeking professional guidance from the A/E team regarding audit scope, findings, and implementation strategies rather than procuring energy audit services separately through a distinct contractor.

STATE OF COLORADO
OFFICE OF THE STATE ARCHITECT
STATE BUILDINGS PROGRAM
RFQ1-DAAA-2026000041:
Request for Architect/Engineer Qualifications for
HVAC, Electrical and Energy Upgrades – Colorado Talking Book Library
VENDOR QUESTIONS AND AGENCY RESPONSES
Vendor questions are stated exactly as received
QUESTION 1: Are documents such as drawings, structural reports, or
ACM studies available for review? Can they be made available on Bidnet as soon as possible?
AGENCY RESPONSE: This is a Request for Qualifications (RFQ) for architect/engineer services – this is not an RFP (Request for Proposals) or a request for bids from construction contractors. The architect/engineer selected from this RFQ will draft the drawings/plans, which be included in a future solicitation for a construction contractor.
Bidnet is a private/paid service – the State does not post solicitations on Bidnet. ColoradoVSS is the official posting location for State of Colorado solicitations. Vendors must refer to ColoradoVSS for all official documents, communications, and instructions from CDE regarding this RFQ – information from other sources may not be up to date.
Vendors who are interested in a future solicitation for a construction contractor for this project should monitor ColoradoVSS and/or sign up to receive notifications. CDE does not have an estimated timeframe for when this solicitation will be posted.
QUESTION 2: If it is determined at any point in time that abatement is necessary, will additional funding be given to the project to address the environmental concerns?
AGENCY RESPONSE: CDE anticipates that the architect/engineer firm hired to design and oversee this project will identify any hazardous materials before construction starts. There are typically funds reserved for unforeseen conditions.
QUESTION 3: Please confirm if the team shall include a party certified to complete an ASHRAE Level II energy audit or if this will be hired by CDE/CTBL and only supported by the design team.

AGENCY RESPONSE: Yes. CDE expects the architect/engineer’s team to include, either as a prime consultant or subconsultant, a qualified and appropriately certified professional capable of performing and supporting the required ASHRAE Level II Energy Audit and providing recommendations to inform the project. CDE is seeking professional guidance from the selected A/E team regarding the audit scope, findings, and implementation strategies rather than procuring these services separately.
