About this file
The document is a Vendor Affidavit from Hillsborough County Public Schools (HCPS) regarding the use of coercion for labor and services, specifically addressing human trafficking prevention as defined under Section 787.06(13) of Florida Statutes. The affidavit requires nongovernmental entities executing, renewing, or extending contracts with governmental entities to provide a signed statement certifying they do not engage in various coercive labor practices.
The affidavit explicitly prohibits contractors from using physical force, restraining individuals without lawful authority, establishing exploitative debt through labor, confiscating identification documents, causing financial harm, enticing people by fraud, or providing controlled substances for exploitation. By signing the document, the contractor's authorized representative declares under penalty of perjury that their organization does not participate in any of these prohibited activities, which are designed to prevent human trafficking and protect worker rights in contractual relationships with governmental entities like HCPS.
