The procurement seeks bids from experienced and qualified vendors to provide a specific make and model vehicle tailored to departmental needs, with vendors responsible for assisting in determining precise product specifications, manufacturer part numbers, and unit measurements. The ITQ was released on January 15, 2025, with the deadline for submitting questions on January 22, 2025, and proposals due on January 29, 2025, at 3:00 PM. Proposals must be submitted electronically through VendorLink with no hard copy submissions accepted. The initial contract term is one year with options to renew for two additional one-year periods. Vendors must provide firm pricing for at least one year, inclusive of all labor, supervision, equipment, travel, and incidental costs, along with detailed specifications, warranty information, and demonstrations of compliance with federal, state, and local regulations.

All nongovernmental contractors executing, renewing, or extending contracts with Hillsborough County Public Schools must sign this affidavit under penalty of perjury, certifying compliance with Section 787.06(13) of Florida Statutes regarding human trafficking prevention. The contractor must affirm it does not use coercion for labor or services, including physical force, unlawful restraint or confinement, debt-based labor schemes, document confiscation, financial harm threats, fraud, deception, or provision of controlled substances for exploitation. The procurement emphasizes small business participation with specific encouragement for Office of Supplier Diversity registered Small Business Enterprise vendors. Mandatory submission documents include a W-9 Substitute Vendor Payment Profile Form and completion of this labor coercion affidavit. The district reserves the right to add quote items, request large quantity quotes, and seek alternative vendor quotes if the awarded vendor cannot meet requirements.
