About this file
This Request for Response (RFR) is issued by the Massachusetts Veterans Home at Holyoke, a long-term health care facility established in 1952 and operated by the Commonwealth of Massachusetts. The procurement seeks qualified bidders to provide and maintain five vending machines at the new Holyoke Veterans Home Facility at 120 Cherry Street, scheduled to open in late summer/early fall of 2026. Two machines will be placed outside the staff dining room on the ground floor, and three machines will be positioned on the first floor near the canteen dining area. The ground floor machines must stock snacks, beverages, and candy, while the first-floor machines should offer similar products plus one machine dedicated to "grab and go" items including sandwiches and ready-to-eat products. All proposals must comply with Massachusetts Governor Maura Healey's Executive Order No. 619, which prohibits single-use plastic bottles; beverages must be offered in cans or cartons. Bidders are required to attend a mandatory site inspection on August 14, 2026, from 11:00 a.m. to 1:00 p.m. at the current facility at 110 Cherry Street. The deadline for submitting questions is August 19, 2026, at 5:00 p.m., and the bid response deadline is August 24, 2026, at 5:00 p.m., with an estimated contract start date of September 14, 2026. The contract will have an initial term of two years with four one-year renewal options, for a maximum total duration of six years.
The awarded bidder must submit a commission structure of no less than 25% per machine, which will be paid monthly on or before the fifth day of each month based on products sold. Commission structures must remain firm for the initial two-year contract period; any price increase requests for renewal periods must be submitted on bidder letterhead with supporting documentation and are subject to approval by the Veterans Home. The bidder must assume full responsibility for all machines and products, including reimbursement to users for lost or jammed funds, while the Veterans Home will provide electricity. Bidders must possess a current Massachusetts vending machine operator's license, have been in the vending business for a minimum of five years, maintain comprehensive liability, property damage, malpractice, and workers' compensation insurance with the Commonwealth listed as an additional insured, and provide three business references. The Massachusetts Small Business Purchasing Program (SBPP) award preference applies; SBPP-registered participants meeting best value criteria will be prioritized for contract award. All responses must be submitted electronically through the COMMBUYS portal and include the required forms: compensation structure, insurance certificates, taxpayer identification number certification, electronic funds transfer authorization, prompt payment discount form, and business reference form. A monthly performance report detailing machine numbers, products stocked, funds received, and commissions paid must be submitted to the procurement officer.
