About this file
The document is a bid specification for vehicle upfitting services issued by the Santa Monica Department of Transportation, seeking a vendor to modify non-revenue fleet vehicles including pool vehicles and service trucks. The project requires comprehensive vehicle modification services, including installation of specialized equipment such as amber/emergency lighting systems, toolboxes, push bumpers, aluminum liftgates, on-board computers, antennas, routers, and radio systems, along with light paint work and post-installation cleaning and detailing. While specific response and award dates are not explicitly stated in the primary document, the related contract opportunity summary indicates question submissions were due by September 25, 2025, with final proposal responses required by October 6, 2025, at 3:00 pm.
The federally funded project mandates that bidders comply with all applicable federal transit administration clauses and have a minimum of 5 years' experience upfitting domestic and foreign vehicles. The vendor must be located within 40 miles of the Santa Monica Big Blue Bus yard and provide a 3-year bumper-to-bumper warranty on service utility beds and equipment. While no specific contract value is detailed, the procurement requires comprehensive documentation, pre-construction approvals, and adherence to the City of Santa Monica's Living Wage Ordinance. Contractors must also meet stringent insurance requirements, including $1,000,000 in Commercial General Liability and Automobile Liability coverage, and comply with potential disadvantaged business enterprise (DBE) participation requirements.
