ACTIVE BARRIER MAINTENANCE SERVICES
Notice Type: Sources Sought
1. Notice: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. The NAICS is 811310, “Commercial and Industrial Machinery and Equipment (except Automotive & Electronic) Repair and Maintenance to include Hydraulic Equipment Repair and Maintenance Services” with a small business size standard of $12.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This is a Sources Sought ONLY and there are currently no funds available for this requirement.
1.2 Below is a document containing a description of services requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.
1.3 If the Government decides to conduct procurement as a result of the market research, a separate pre-solicitation synopsis of that procurement will be posted to SAM.gov. Interested companies are requested to submit a summary outline of their qualifications to conduct integrated water sediment removal services at Malmstrom AFB. References to vendor web pages will not be accepted.
1.4 Please note that we cannot return your submissions to you.
1.5 Small businesses are encouraged to participate in this Market Research.
2. This request for Sources Sought is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the Government to acquire any products or material. No contract award will be made as a result of this sources sought synopsis. This information is provided to the government at no cost.
REQUIREMENTS DESCRIPTION
The contractor shall provide full preventive maintenance inspection (FPMI) and repair in accordance with equipment manufacturer’s specifications/recommendations, industry standards and Air Force mandatory practices to include checking and maintaining any computerized systems that support the active vehicle barrier, including the Air Force specific non-waiverable items identified in Appendix E. Contractor shall respond to service calls and perform periodic inspections, and be responsible for repair and replacement of all worn or failed components, installed additional systems (i.e. cameras, video processing cards, PLC’s, relays) and parts, including those parts which have reached their life expectancy and are prone to fail. Vehicle barrier systems include, but are not limited to, support equipment such as actuators, control systems (including software), control wiring, circuitry, structural framework, lighting, spring assembly, hydraulic-related equipment, safety loops and other vehicle detection systems, switches, corresponding traffic lights, light duty drop arms, associated computerized systems, and control cabinets. Replacement parts shall be fully compatible with existing systems.
Contractor shall provide trained mechanics and inspectors for all barrier maintenance. An inspection report and checklist shall be provided to the Contracting Officer’s Representative (COR) upon completion of all inspections.
