About this file

This is a Memorandum recommending other than full and open competition for a specialized procurement. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks to acquire Vector VME64x system enclosures and related components manufactured exclusively by Vector Electronics and Technology, Inc. The procurement consists of two items: part number 2275L616E06-32-03-02 (VME64x System Enclosure, quantity 2) and part number FP10A4HP (6U x 4HP EMC-gasketed filler panel, quantity 6). Delivery is specified at eight weeks after receipt of order, or sooner if available. The requested materials represent the government's minimum requirements.

The justification for limiting competition centers on form, fit, and function compatibility and the substantial prior investment in the Vector baseline. NSWCDD states that the Vector VME64x enclosure is the sole item meeting exact mechanical tolerances and interface requirements necessary for safe integration with existing 6U x 160mm tactical computing cards. The government has invested approximately 500 direct productive hours in thermal modeling, signal integrity testing, and physical integration based on this specific Vector baseline. Procurement from alternative manufacturers would necessitate complete re-engineering and re-validation, resulting in unacceptable schedule delays and costs that could not be recovered through full and open competition. Market research confirmed that while the Vector VME64x system enclosure is commercially available through multiple authorized resellers, no other brand name product meets the government's requirements without additional cost and risk. The certification indicates that the Contracting Officer has determined only one or limited sources are reasonably available.

Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION

Ref: (a) 0420-02 - Vector VME64x Enclosure Package

1. It is recommended that other than full and open competition be used to acquire reference (a) for the following, manufactured by Vector Electronics and Technology, Inc.:

Part Number Description Quantity

2275L616E06-32-03-02 VME64x System Enclosure 2

FP10A4HP 6U X 4HP EMC-gasketed filler panel 6

The total estimated cost is with delivery eight (8) weeks after receipt of the order, sooner, if available. The requested materials represent the minimum requirements of the government.

2. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), requires the specialized industrial Vector VME64x system enclosures to maintain the

Mating high value 6U x 160mm cards into an unverified chassis introduces an unacceptable risk of hardware damage, including bent pins, backplane short-circuits, and thermal throttling. In addition, technical reviews determined that no other enclosure meets the Government's strict requirement for the precise mechanical necessary to safely interface with the existing 6U x 160mm tactical computing cards. The Government has already invested approximately 500 direct productive hours, estimated at , in thermal modeling, signal integrity testing, and physical integration based on the Vector 2275L616E06-32-03-02 baseline. Procuring an alternative chassis would necessitate a complete re-engineering and re-validation of the system and this established baseline, resulting in unacceptable schedule delays to the program and integration of the system. This additional cost and delay could not be recovered through full and open competition.

3. Market research was performed through the review of previous procurements and the current approved system baseline, conducting internet searches, contacting the original equipment manufacturer (OEM), Vector Electronics and Technology, Inc., and obtaining a market research quote. This market research confirmed that the Vector VME64x system enclosure is commercially available. In addition, internet searches have revealed that there are multiple authorized resellers available for Vector products.

CERTIFICATION

I certify that the facts and representations under my cognizance, which are included in the above recommendation, are accurate to the best of my knowledge and belief. I understand that the processing of this recommendation precludes the use of full and open competition.
