I. PURPOSE
The Virginia Commercial Space Flight Authority (“VCSFA” or “Virginia Spaceport Authority” or “VSA”) is issuing this Request for Proposal (RFP) for a 30% design of an Ocean-Side Deep Water Port at the Mid- Atlantic Regional Spaceport (MARS) located in Wallops Island, VA.
VCSFA is a political subdivision of the Commonwealth of Virginia and is exempt from the Virginia Public Procurement Act.
II. STATEMENT OF NEEDS
1. Background
A future ocean-side Deep Water Port capability will provide MARS and its customers with additional options to maintain supply chain redundancy, open new avenues for Launch Service Providers to access Launch Complex 0, provide return-to-earth recovery options, and will also serve as an additional DoD utilization asset at the Spaceport.
2. Objective
The objective of this effort is to advance the Wallops Island deep-water port concept to a 30% design level through a coordinated program of technical assessments, engineering analyses, and preliminary design development. This phase will establish the foundational engineering basis needed to define feasible port configurations, evaluate operational and environmental constraints, and identify key design drivers that will influence future detailed design. The work will integrate metocean analysis, coastal engineering, site conditions, operational requirements, and infrastructure concepts to produce a technically sound and defensible 30% design package. This package will include conceptual layouts, typical sections, design loading parameters, and Class IV cost estimates, enabling stakeholders to select a preferred alternative and proceed confidently into permitting, geotechnical investigations, and subsequent design phases.
3. Scope of Work
This effort will advance the Wallops Island deep-water port project to a 30% design level through a coordinated program of technical assessments, engineering analyses, and preliminary design development. The work will define operational requirements, evaluate environmental and coastal conditions, assess site constraints, and develop feasible infrastructure concepts. These activities will culminate in a 30% design package and supporting documentation that establishes the engineering basis for selecting a preferred alternative and progressing into detailed design, permitting, and future project phases.
3.1 Meetings and Coordination
Conduct a project kickoff meeting (in-person at Wallops Island or via Teams)
Perform a Design Charette for initial requirements consolidation
Hold monthly coordination meetings with the project team
Organize and facilitate stakeholder meetings as required
Hold a final 30% Design Review Meeting for VSA Management
3.2 Basis of Assessment
Define port operational requirements, including:
o Vessel characteristics o Wharf live-load requirements o Allowable operational conditions o Berth utilization needs o Crane loading for barge offloads
Review site conditions and identify data gaps and constraints
Conduct a site visit to validate existing conditions
Assess upland operational requirements, including long-term loads and bearing capacities
3.3 Environmental and Permitting Assessment
Initiate pre-application meetings with relevant regulatory agencies
Document permitting pathways, data needs, and anticipated regulatory considerations
3.4 Coastal Engineering Assessment
Perform detailed metocean statistical analyses (winds, waves, currents, sea-level rise)
Conduct wave modeling to support infrastructure design and mooring analysis
Complete mooring and downtime analyses for vessels and barges using static methods
Evaluate seabed change along navigation pathways and identify mitigation strategies
Compare existing bathymetry with navigational requirements to identify dredging needs
Identify sedimentation risks at berths and adjacent areas
Develop design loading parameters for alternatives and the selected 30% design
3.5 Infrastructure Design
Preliminary Concept Development:
o Develop high-level concept sketches based on prior work o Evaluate concepts and potential locations against defined criteria
Specific location shall be chosen by Owner by prior to proceeding into higher level design development
Prepare at least two deep-water port options for the chosen ocean-side location with estimated quantities, including:
o Pile number, type, and diameter o Structure-over-water area o Fill area and volume o Dredging area o Final port length shall be chosen by Owner prior to proceeding into higher level design development
30% Design Package:
