1.0 BACKGROUND
The Department of Veterans Affairs (VA) Financial Services Center (FSC) provides a wide range of accounting, financial, and administrative services to VA and other government agencies. Enterprise-wide time and attendance reporting that supports payroll and personnel benefits for approximately 600,000 Title 5 and Title 38 VA user profiles is among the primary financial services managed by the FSC.
The current Veterans Affairs Time and Attendance System (VATAS) operates on the
United Kronos Group (UKG) application of GovTA version ukg-govta-1.3.9.
Supplemental enhancements are also made on Lentech’s application of Automation
Station version automationStation_v554. “VATAS” is inclusive of both GovTA and
Automation Station. The scope of work includes web application deployment, administration, maintenance, training, help-desk, and capability enhancements. The
VATAS solution is currently hosted in the VA Enterprise Cloud (VAEC).
Time and attendance functions for all VA employees are now managed in VATAS.
VATAS is a one-way batch interface with HRSmart, Human Resources Payroll Application Services (HRPAS) and Defense Finance and Accounting Service (DFAS) Defense Civilian Pay System (DCPS). VATAS performs these specific functions:
• Creates new employee profiles, updates and edits current employee profiles.
• Configures employee groupings, including duty stations and time and leave (T&L) groups, configures tours of duty.
• Processes employee leave requests, overtime/compensation time requests, and environmental differential request.
• Tracks leave balances.
• Processes timesheets for current pay periods and corrected timesheets for prior pay periods.
• Validates entered timesheets information against VA business rules.
• Provides exception reports to identify data anomalies and provides standard reports to support management analysis.
• Transmits timesheet information via the Source Data Automation (SDA) to
DCPS.
• Imports HRSMART data such as personnel transactions, leave and pay entitlements.
• HRPAS imports leave balances file and leave expiration.
• Configures holidays, tours of duty, and duty stations, leave and pay entitlements and Time and Leave groups. Table maintenance.
The VATAS/HRSmart and VATAS/DCPS interfaces are governed by Interconnection Security Agreements (ISA) between VA and the incumbent Contractor, and VA and DFAS, respectively. The ISA specifies the technical and security requirements as well as the purpose, methodology, and approvals for the interconnection. The ISA also identifies the basic components and the methods and levels of interconnectivity. The sensitivity categorization is High for the data exchanged through the VATAS/HRSmart interface, and High for the VATAS/DCPS interface. The Contractor maintains these documents and provides upon request.
HRSmart is an automated Human Resources (HR) application that processes personnel actions, benefits, entitlements, timesheet profile data, and training data. HRSmart provides HR and payroll staff direct access to review and update employee payroll related data. The VATAS/HRSmart interface utilizes a one-way, Secure File Transfer Protocol (SFTP) from HRSmart to VATAS. HRSmart is under the direction of Center for Enterprise Human Resource Information Services (CEHRIS).
HRPAS is an automated HR application that transmits duty station, leave import and leave expiration import from HRPAS to VATAS. HRPAS is managed by Austin Information Technology Center (AITC) under CEHRIS.
DCPS is the DFAS payroll system used by the Department of Defense and other government agencies (including VA). The system maintains pay and leave entitlement records, deductions and withholdings, and time and attendance data. The VATAS/DCPS interface utilizes a one-way, SFTP from VATAS to DCPS via a standard file format, referred to as the Systems Data Automation (SDA) file. The SDA file contains time and attendance data. Based on the SDA file data, DCPS creates individual payroll transactions that are forwarded to the U.S. Treasury for check or electronic funds transfer payments to VA employees. Connection is needed to Defense Information Systems Agency (DISA) to pass information through to DCPS.
For the purposes of this contract, “VA” is defined as the Contracting Officer’s Representative (COR), Product Management Office (PMO) Project Manager, Financial Payroll Service (FPS) Business representative, and other additional VA stakeholders as required.
The Authority to Operate (ATO) is titled, “VA Time and Attendance System – Cloud (VATAS)” renewed on an annual basis In the March timeframe.
There are multiple environments that will be supported under O&M for VATAS Software.
For the purpose of the PWS, “Environments” refer to all of the following environments:
Sandbox, Test, Pre-Production, Production and Development.
