SCOPE OF WORK

Elm Street, Torrington, CT (125/006/011). The work included under this RFQ/RFP will be funded through a CT Department of Economic and Community Development (DECD) Municipal Brownfield Remediation Grant awarded to the City of Torrington.

OVERVIEW

Seferi Properties, LLC purchased the 245 E. Elm Street property in 2017 and began renovations to move their restaurant, Vinny’s Pizza, to the second floor. A Certificate of Occupancy (CO) for the initial phase of renovations for the pizza restaurant was issued in October 2019. In 2024, the City of Torrington and Seferi Properties, LLC completed the first phase of Hazardous Building Materials Abatement for the first-floor portion of this project, enabling further environmental assessments within the first-floor interior of the building and around the exterior parking lot areas.

The findings of these environmental assessments determined that the removal of the wood floors, underlying sand bedding, trench drain sediment, and sediment from one exterior catch basin was required. The first-floor demolition and remediation project was completed in October 2025.

DECD awarded the City of Torrington a Municipal Brownfield Remediation Grant for the abatement work on this site in preparation for the proposed redevelopment project. This 2nd and 3rd-floor abatement project will enable the subsequent redevelopment of the property to begin.
