About this file

This document is a determination to solicit from a single source for the acquisition of two 42-inch tilted-disc check valves from DeZurik. The Department of the Interior Bureau of Reclamation located in Sacramento, California requires the valves for pumping units at the Delta Mendota Canal-California Aqueduct Intertie Pumping Plant in support of the Central Valley Project in California. Each valve is estimated to cost $76,506 with a total estimated order value of $220,000 and delivery required within 185 days of contract award. The contracting officer determined soliciting from only DeZurik is necessary due to safety and operational concerns associated with maintaining uniform equipment, established training and maintenance procedures, and ensuring spare parts inventory compatibility at the complex facility.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity. The Department of Interior (DOI), Bureau of Reclamation (BOR), Interior Region 10, California – Great Basin (CGB), Construction Acquisitions Office located in Sacramento, California.

2. Name and Address of Single Source. This is a Brand Name Justification in support of a new firm fixed price purchase order for DeZurik parts.

3. Description of Supplies/Services and Estimated Cost. The Brand Name portion of this requirement is to provide two (2) 42” Tilted-disc Check Valves in support of the Delta Mendota Canal (DMC) – California Aqueduct Intertie Pumping Plant, Central Valley Project, California (The Intertie). The valves are needed for pumping units at the Intertie.

The estimated cost for each valve is $76,506.00 with a total estimated cost of $153,012.00.

The overall estimated value of the order is $220,000.00. This will be a one-time purchase order with a delivery date within 185 days after the award of the contract.

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(ii), the following are reasons it is imperative that DeZurik Brand parts are used for the project detailed in Item 3 of this document:

a. The Intertie has an effective safety and troubleshooting plan in place which is specific to the existing pumping units which have valves that are DeZurik brand.

Introducing valves from a different manufacturer increases risks for safety hazards and errors when performing troubleshooting and maintenance. Different valves will introduce a safety hazard and risk of errors when performing troubleshooting and maintenance. In the event of an unexpected outage maintenance crews are under pressure to make repairs as quickly as possible. Having the same valves within the pumping unit maintains uniformity of this complex equipment and common training of maintenance personnel.

b. Due to the importance and complexity of The Intertie’s mission, there must always be an adequate stock of spare parts in order to ensure continuous operation. Introducing another manufacturer’s valves to The Intertie’s pumping plant increases the complexity of maintaining an accurate spare parts inventory and increases the safety and error risk of accidently installing the wrong manufacturer’s parts on the wrong

WBR 1413.106-1 Template 1 (01/2019) system. Parts from different manufacturers can appear to be the same (size and weight) but can have different tolerance.

c. The current hydraulic design presumes matched components. The hydraulic model done for the manifold and the system maintains a specific balance. If the internal friction of unmatched components are different, which is usually the case for different manufacturers, the system may no longer be balanced. This can develop back flow on the check valves which will cause fluttering of the disc; ultimately resulting in damage and excessive premature wear of associate components.

d. The Intertie’s ability to operate and successfully perform the mission is largely reliant on Operations and Maintenance (O&M) staff and the San Luis & Delta-Mendota Water Authority (SLDMWA) use of current test procedures, relay settings, and Supervisory Control and Data Acquisition (SCADA), Maintaining the current manufacturer’s equipment drawings, equipment layout, and configurations for all pumps, motors, and valves at The Intertie ensures worker efficiency and safety. Not only is there cost and risk associated with creating new designs, O&M, and test procedures; the historic and current data collected will be less reliable and less relevant due to the introduction of a different manufacturer’s equipment. It would take months to learn the intricacies of the two differing types of equipment and the variables it would introduce to the existing data.

5. Determination of Fair and Reasonable Price. The Contracting Officer determines that the anticipated price will be fair and reasonable based on commercial availability, historical data, and previous costs associated with repairs and maintenance of the current pumping units and DeZurik equipment components.

6. Description of Market Research. DeZurik has authorized over 35 distributor/vendors to provide DeZurik brand equipment.

See: https://www.dezurik.com/find-a-rep?country_id=271&state_id=

A total of 16 of the distributors/vendors have active System for Award Management certifications, 15 of which are active, certified small businesses in SAM.
