This is a Statement of Work (SOW) for a federal construction project at the VA Medical Center in Fresno, California (Project Number 570-20-308). The Department of Veterans Affairs seeks to replace undersized chilled water infrastructure in Building 1 and the Outpatient Clinic (OPC) that cannot accommodate required cooling capacity during summer months exceeding 110 degrees Fahrenheit. This is the third and final phase of a critical mechanical upgrade, with new chillers and main building infrastructure already completed.
The project scope encompasses replacement of chilled water piping, pumps, and undersized fan coils in both areas; demolition and consolidation of scattered risers into two main sets serving the north wing of Building 1 and the OPC/south wing; installation of new control valves for seasonal hot water and chilled water switchover; and all associated civil, architectural, and mechanical-electrical-plumbing work. Civil work includes direct-burial exterior piping at appropriate frost depth (4 inches in Fresno), a precast concrete vault with manually operated gate valves, jack-and-bore installation beneath the existing patio using a steel casing sleeve, and restoration of all concrete, landscaping, and irrigation within the limits of disturbance. The project requires 31 new risers served by three or more new 10-horsepower chilled water pumps with automated controls, replacement of fan coils and ductwork-mounted reheat coils, NETA acceptance testing, infection control risk assessments (ICRA Type D and E), and compliance with VA specifications and applicable codes including NFPA 13 for fire protection systems. The contractor must provide a phasing schedule minimizing downtime with two weeks' advance notice to the Contracting Officer Representative (COR) before starting work in each area. The period of performance is 915 calendar days after Notice to Proceed, with performance and payment bonds, proof of insurance, and a Contractor Quality Control Plan due within 10 and 30 days respectively of Notice of Award. Deliverables include a comprehensive safety plan, operations and maintenance training with video documentation, record drawings in CAD format, O&M manuals, and a minimum one-year warranty from both manufacturer and installer covering parts and labor. Statement of Work
Replace and Expand Chilled Water Infrastructure 570-20-308
1. PROJECT OVERVIEW
1.1 PURPOSE:
The Department of Veterans Affairs (VA) intends to replace undersized chilled water infrastructure in our main facility and associated mechanical systems. The old pipes are considered too small and unable to handle the chilled water volume needed to meet our 110 plus degree temperatures during the summer months. This project constitutes the third and final phase of this critical mechanical upgrade to our main building, the new chillers and infrastructure to the main building are complete.
2. SCOPE OF WORK
This project involves the replacement of the chilled water piping in the OPC and building 1, the chilled water pumps currently serving these areas, and any undersized fan coils in these areas. The existing pipes are too small to accommodate the required chilled water flow that is required in the summer months, and their associated risers are scattered throughout various locations in the building. These risers will be demolished and consolidated to two sets of risers, one serving the north wing of building 1 and one serving the OPC and south wing of building 1. The new piping system will be used for chilled water as well as hot water; new control valves will be provided on the hot and chilled water lines to allow for switchover during summer/ winter months.
2.1 GENERAL:
Provide all labor, materials, supplies, tools and equipment, supervision, excavation, demolition, temporary utilities, temporary services, project management and construction services necessary for the project. All work detailed in drawings and specifications shall be performed. The contractor shall submit a Request for Information to clarify any work or unforeseen issues. Construction will comply with plans, specifications and applicable VA design guides.
2.2 WORK REQUIRED – CIVIL:
Work to be done as part of the scope of this project will include:
The proposed exterior routing of the CHW will be a direct route from the proposed point of connection to the proposed point of entry back into the building. The supply and return lines will be directly buried per the requirements of the plans, specifications and VA Design Manuals. The lines will be spaced adequately to facilitate proper soil compaction and at an elevation deep enough to meet the requirements of the frost depth in Fresno California which is 4”. Additionally, a precast concrete vault and manually operated gate valves will be installed prior to re-entering the building to facilitate line isolation should it be needed.
To enter the basement, a steel casing sleeve will be Jack-and-bored beneath the existing patio area to avoid any structural disturbances. All concrete required to be removed due to the CHW installation will be replaced in-kind. Additionally, all landscaping and irrigation will be replaced within the limits of disturbance.

Due to the tight nature of the site as well as limited access, the excavation will likely need to be performed by a mini excavator which can come in widths as narrow as 3’. Although the excavation will take longer with the smaller equipment, it will allow for access to the site without damaging the adjacent flatwork.
Construction will comply with plans, specifications and applicable VA design guides.
The Contractor shall furnish the COR with a schedule of extensive phasing dates to minimize downtime as required by the drawings on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof.
2.3 WORK REQUIRED – ARCHITECTURAL:
Where the chilled water infrastructure is routed from the fifth-floor roof to the sixth floor on the outside of the building materials and the assembly methodology will be selected such that the exterior envelope is long lasting and provides many years of trouble-free service to the VA Fresno medical center. The exterior envelope will control moisture, air, vapor, and thermal transfer.
Materials and finishes will blend in with recent renovation projects at the Fresno VA medical center. As is good practice and complying with code references including ASHRAE 90.1 the appropriate level of exterior insulation will be provided. A continuous air, vapor, and moisture barrier on sheathing on cold formed metal framing will complete the building envelope.
Where the chilled water infrastructure is routed above existing ceiling finishes, the existing ceiling finish will need to be removed in its entirety. Once the new chilled water infrastructure is installed a new ceiling finish can be installed in the existing’s place and matching the existing layout. Existing ceiling mounted MEP fixtures will need to be supported during demolition and then reinstalled in the new ceiling finish.
Where existing interior walls need to be demoed to allow for demolition and reconstruction of the chilled water infrastructure, the new work plans will designate new wall construction that matches in-kind. To meet a two-hour rating, and where access is only possible from the room side a shaft wall construction will be most appropriate.
Non-rated interior walls will be constructed of metal studs spaced a maximum of 16” on center with 5/8” gypsum board and sound batt insulation. Full height and partial height partitions could be selected depending on adjacent room functions and sound transfer considerations.
Rated interior walls will be constructed with the appropriate UL assembly and where required within the hospital.
Renovation and construction work within an active hospital requires special considerations be made and properly accounted for by the Contractors. An Infection Control Risk Assessment (ICRA) will need to be completed, with considerations from the Sheet Metal and Air Conditioning National Association (SMACNA) indoor air quality guidelines for occupied buildings. ICRA Type D and Type E are currently anticipated to be the type of construction activities encountered. In addition, the patients likely to be encountered fall within the low, medium and high-risk group.

2.4 WORK REQUIRED – MEP (MECHANICAL):
31 new risers will be served by three or more new 10-hp chill water pumps connected in a common header, along with additional controls to operate the pumps and automate the seasonal changeover between hot water and chilled water. The existing system is manually switched over in the subbasement of Building 1. The existing Building 1 subbasement hot water and chilled water pumps will be demolished.
From these main risers, branches will run down the corridors and to each of the fan coil units that required piping throughout the entire building, avoiding existing items located in the ceiling spaces. This routing will allow for the minimum impact to essential rooms of the hospital during construction and will be phased to reduce impact as well. Additionally, the condensate risers, branch piping to fan coil units, distribution piping, duct mounted coils, and chilled water coils throughout building 1 and the OPC will need to be replaced.
In addition to updating the entire chilled water infrastructure of the building, the fan coils will also be replaced, as most of them are old and not performing efficiently, thus causing the chilled water pumps to overwork, and the environments affected to not meet temperature requirements. Existing duct mounted reheat coils will be replaced with coils that will receive chilled and heating hot water throughout the building. VAV terminal units are to remain, and replacement of these units are not in the scope of this project. All existing VAV terminal unit valves, strainers, etc. are to remain.
