X x x x The purpose of this amendment is to provide answers to Requests for Information, see attached.
1. SF1449 Page 2 – Offer section includes a bid amount a Base Bid and Alternate Bid Item 1. Please confirm what Alternate Bid Item 1 includes. There are no Bid Alternates for this contract.
2. The message schedule includes sign locations that require “remove stenciled lettering on glass”. Please confirm if this is vinyl lettering, painted lettering, or another type of lettering; how the VA desires the lettering to be removed, and what requirements there are for the glass (if any). Vinyl letters. Letters are to be removed via industry standard methods without scratching or damage to the glass.
3. Sign Types “HOSPICE” (Sign No. 3B-001 & 3B-002) and “MRI TYPE” (Sign No. 1B-501) are noted on message schedule however do not have sign types drawings detailed on the architectural drawings. Please confirm which sign type drawings should be referenced for these sign locations. These are noted in the schedule as existing to remain, but replace the stair number. Below is a photo of one of the signs in question. The stair is changing from stair 3 to stair 19. The intention was to remove the “3” and add a “19”. “Stair” needs to be in Braille but 3 or 19 does not need to be. If the contractor does not feel that they are capable of doing it, they can either replace the dark wood laminate piece with the new text – or – replace the entire sign. Whichever is most effective for the contractor as long the appearance is finished and complete.
4. Certain sign locations are noted in the message schedule to remove and replace existing Tactile characters with new characters with updated room numbers, however the braille text translations below the raised characters on these signs cannot be removed or replaced due to the sign construction. As a result, updating the raised text as noted will cause the sign message and braille translation to not match and the sign will be non-ADA compliant. Please confirm requirements for these locations. See response to question 3.
5. Certain sign locations are noted to clean marker from existing signage and add new tactile characters. Please confirm the VA’s requirement if the marker on the existing sign cannot be removed (ie: permanent marker or sign face is damaged). Room number will still be required to be added, but the sign would be replaced at a later date by the VA outside of this contract.
6. The wayfinding signage plan first floor includes items noted as “Letters On Soffit”. Please confirm if these are individual dimensional letters or overhead signs (sign type OH-H). If dimensional letters, please confirm letter specifications including letter material, thickness, height, mounting method, etc. They are 6”+/- plastic, dimensional letters attached with adhesive.
7. Who will be providing the information required for the insert? As detailed in Section 1.2.c of the Statement of Work included in the solicitation:
Contractor is to document the paper signage inserts on all existing room number signage being replaced (ex. Conference Room, Employee Name and Title, etc.). The text is to be included in the Signage Submittal Schedule and is to be provided on card stock inserts in the new signage. Text is to be formatted per the standard as shown in the Drawings. Any existing graphics on the inserts can be disregarded.
8. Can all work be performed during normal working hours? Yes
9. While patching and sanding the areas the signs are being removed/replaced are ICRA carts and heap filters required or are Zip Walls with plastic necessary? The work must be completed without creating dust. Wet sanding is recommended. If the contractor chooses to use alternate methods, dust must be completely contained.
10. Is an ICRA safety plan required? Yes. Portions of the work will be occurring in active patient care areas and requirements for dust control, debris removal, etc. must be followed.
11. During the walk thru a comment was made as infectious control training was required (paraphrasing), please elaborate what is being required by the VAMC. Infection Control will be included in the preconstruction meeting and will reinforce the Infection Control Measures outlined in the Project Manual.
12. Are all the existing signs being removed adhered to the wall with double sided tape or screws? There are approximately 1000 signs being removed that have been installed in many different projects, by many different vendors, and over many years. There are going to be many different attachment methods used and impossible to document.
13. Is there another wage determination being provided for general laborers for this type of work? No
14. Will there be a cost for the badging of employees for the project? VA will not provide badges. Contractors are required to provide badging for all of their workers to be worn at all times while on site.
15. The project calls to patch and repair walls without wallcovering. What do we do in the areas that have signs adhered to wallcovering? Please explain the procedure when this situation occurs. If the signs cannot be removed without damaging the wallcovering beyond the extents of the new sign, the Contractor is expected to use a box knife and carefully cut around the perimeter of the sign to prevent wallcovering beyond the perimeter of the sign from being removed. Knife is to be angled inward to cut below the sign as much as feasible. New sign is to be placed at the old sign location. If the existing sign is larger than the new sign, it is to be brought to the attention of the COR prior to removal of the sign.
16. For several restroom sign types, the sign schedule requests a stairwell letter to be removed and a stairwell number be added onto the existing sign. However, this change cannot be made to the existing sign because the associated braille below the raised character cannot be changed without full sign replacement. Example: See Sign Room ID # 3AC-201 on sign schedule. Please confirm the signs should be replaced in their entirety in these instances. Sign types effected where noted include: AC-B, H-B As noted in question #3, the intention is to have the modified sign have the correct designation and - match the other signs - and done in the most cost effective manner. If the Contractor’s preferred method is replacement, then that is to be included in the bid.
17. The following signs types do not have associated drawings. We believe these are all restroom signs. AC-CUF, CT-CM, CT-CW, H-CMF, H-CW
· AC-CUF is detailed on SE-7
· CT-CM and CT-CW are all noted as Existing to Remain and therefore no signage details were provided
· H-CMF is detailed on SE-2
· H-CW is detailed on SE-2
18. No drawing was provided for sign type H-3. Please advise. This is a typo. Sign should be Type H-E Cubicles.
19. Temporary signs are requested for Room ID signs that require removal and wall restoration. There is not a similar note for wayfinding signage. Please advise. Temporary signs are required for room ID signs because of the several weeks’ duration between removal/patch/prime/paint/reinstall. Overhead signs are typically clipped to the ceiling grid and therefore are expected to have the new signs installed immediately after removal of the old signs. If there are locations where an overhead sign will require patching/painting and reinstallation in the same location, then the VA will provide alternate temp signage.
20. Sign Type H-E has a large quantity and is primarily mounted to cubicles. The drawing states “verify attachment method in the field”. The cost can significantly change depending on the desired mounting (ex: tape, fabric pins, wall hanger, etc.). Please provide a mounting method to base our price proposal – example tape mounting. The majority of the signs will be mounted on fabric cubicles and therefore fabric pins should be included in the bid for pricing. However, the documents stand that the attachment method is to be verified in the field and a change order will not be entertained for using any combination of either pins or tape.
21. It appears the Sign Schedule provided only provides lists Room ID signage. Please confirm all wayfinding signage shall be accounted for from plans WF-0 to WF-6. This is correct.
22. Please confirm the signage vendor is required to perform an on-site facility survey to identify and document the verbiage for each Room ID message insert. Yes, see response to question #7.
23. Plans WFO - WF6 “Wayfinding”, have reference to sign but without the #1,2,3 notations. Therefore it is unclear if these are new/existing signs and as there is no master message schedule for Wayfinding which would give direction of what to do with the signs. The wayfinding series of drawings denote new overhead, directory, and directional signs. Wayfinding signs that are existing to remain are designated as such. Overhead signs needing to be removed or modified are designated by the hexagonal key notes. No additional schedule will be provided for these signs.
24. On first floor Priorty 1 plans there is a note that says, "See First Floor Priority Wayfinding signage replacement plans for existing PCAS Business Center signs that must be relocated prior to installation. However, we do not find this drawing plan in packet. There are two existing signs located where the new directory sign 1-D1 is to be installed. Drawing A-1.1 and line item 1B-310 in the Master Schedule denote the two signs and show the new locations for them.
25. Per message schedule, where it says to remove existing sign are we reinstalling it or will there be a new sign in its place? I don’t think that there are any locations where a sign would be noted to be removed and then replaced in the same location? The “Sign Type” column of the schedule specifies the new sign that is to be installed except where they are noted as existing to remain.
26. Per message schedule, where it says remove “S-129A” and S-129D is that the whole sign or just the top? Outside of door S-129 there are two existing signs S-129A and S-129D that are the old style sign and are to be removed/patched/primed. Then a new H-A sign is to be installed.
27. Per message schedule, where it says existing frame to be reused, furnish new panel.. is the whole sign to be removed and reinstalled with a new panel? No, the expectation is that the existing extruded aluminum frame can remain adhered to the wall and the plastic laminate insert will be removed and a new plastic laminate insert will be installed per the signage type and schedule.
28. If there is no notes for the sign but it says to remove, is that remove and reinstall or just remove and nothing in its place? Are you referring to the signage schedule? If yes, the sign type column is telling you what new sign is to be provided.
29. There are no drawings for sign type CT-CM, CT-CW, and 2 that are labeled Hospice. These are all existing to remain signs. Need to add room number to existing sign.
30. Drawings SE-4, and SE-4, detail signs with a clear acrylic backer panel that has a wave finish. The drawings specify that this panel be 1/8” thick. There is only one manufacturer for this wave finished material. They have an agreement with one signage manufacturer to only supply the 1/8” thick material to them, essentially limiting the proposers to one firm. Anyone else who wants to purchase this material can only get it in 3/8” thickness. Will the 3/8” thick material be acceptable for the signs specified to have the clear acrylic with the wave finish? 3/8” thick will be accepted if 1/8” is not available.
31. Will there be flexibility in sign construction if the existing signs to not match the details on the plans and/or existing materials are sole sourced or no longer available? There are a number of signs and it is not possible to confirm each condition matches the plans or readily available materials prior to bid. A specific request to modify a sign needs to be made prior to bidding. The VA will not grant a blanket approval allowing for the new signs to be different than the existing signs.
32. The drawings call for patch and repair for any damage caused by sign removal, however, it was noted in the pre-bid conference the intent was for drywall patching/feathering in prep for the VA paint shop. If there is existing wall covering that is damaged will it still be the responsibility of the GC to repair or will the VA shops repair the damage? It is understood the intent is to remove without damage if possible, but pricing the unknown conditions of wall types and potential damage may increase the proposals as this risk is factored in. See response to question #15.
1. Project Duration and Supervision: The project calls for a 360 day duration along with a full time site superintendent. This will be costly and does not appear to be warranted. Is it permissible to only have site supervision while work is being completed and can that designated person be the foreman of the crew on site? That is to say can the demo foreman be the on-site representative during sign removal and can the sign installer foreman be our representative during install? This will limit the cost impact for a full time superintendent in proposals. The Scope of Work specifically says: Full time onsite job superintendent dedicated to this project is required at all times work is being conducted. It is not expected nor stated that a superintendent would sit on site for the entire 360 day duration. It is permissible to have a separate designated, responsible foreman for different stages of the work (demo, patch/prime, install), however, the responsible person needs to be identified in writing to the COR with all available contact information provided and have authority to direct all staff on site.
33. Project Phasing: Can a rough idea of how many signs can be taken down at one time be provided? Or a phasing plan? If a phasing plan or quantity of signs to be changed at one time was provided it would help estimate the on-site labor required and potentially reduce costs. The VA will provide staff to perform the painting at a rate of 300 sign locations per month. There are a little over 1000 signs that are noted to be removed so it would be about 3½ months. This would not have any impact on the 1000+ signs that do not have patch/prime/paint requirements.
34. Sign Types CTA, CTB, CTU, CT-CUF, CT-D, CT-F, AC-A, AC-B, AC-CM, AC-CF, SC-CU, AC-D, AC-CUF, AC-F: These all call for the exposed sign edges to be wrapped in laminate. None of the signs we saw during the walk through had this done. This will add significant costs to the sign prices, please clarify if this process is required. (See photos). The laminate on the edges of wall signs can be eliminated if the edges are stained to match the laminate as shown in the photo below.
35. Sign Type OH-H: Calls for all exposed sides to have anodized aluminum. Out of the several signs we saw on site, only one was done with way. Again, this adds cost to the signs, please clarify if this is required. Bottom and sides of overhead signs are to have aluminum finish.
36. Sign Type OH-AC: Calls for bottom edge only to have laminate. During the walk through, we saw 3 different versions. Please clarify which version to bid (See photos):
· Some overheads had NO laminate on any of the edges
· Some overheads had laminate only on the bottom edge
· Some overheads had laminate on bottom and side edges. Bottom and sides of overhead signs are to receive laminate.
37. The cardstock used for the overheads: Is there a specific brand/thickness/color that is required? Color is warm white. No specific brand or thickness for cardstock for overheads. For wall directories, the cardstock will need to be of an adequate thickness to prevent waviness or sagging while mounted in the sign.
38. Please specify all laminate types to be used on this project. There are several different types observed during walk through. Where the laminate is known, it is specified on the drawings.
39. All type CT signs have the wave pattern engraved into the backer. Will there be a vector art file provided for these types for the wave pattern? No
40. It appears several locations have walls with an accent bar protruding out from middle of the wall. It appears that some of these areas will interfere with the signs being installed at the current ADA required mounting heights. Please advise on how to handle this installation issue (See photos). Sign will be installed above accent bar.
41. What accessibility will the contractor have to do the initial walk through to document each sign and insert as documents require? The contractor’s superintendent will need to coordinate with the COR so that the staff in the requested areas and Police can be notified. Photographs of the existing signage can be taken, however, no people are to be included in the photos. In locked areas, such as in mechanical rooms, the COR will escort the contractor. Contractor shall provide 2 days notice for areas needing an escort.
42. We recommend allowing a minimum of 30 days cure time after walls are painted before mounting signs with tape & silicone. Is this accepted? The VA does not know of any published guidelines or specs requiring 30 days cure time before installing a sign on a painted wall. Having only the room number and not the room name on the temp sticker will already be a burden on the operations of the medical center. Therefore, documentation of this requirement from a reputable source would be required before an extended cure time would be approved.
43. On Type CT-CUF: The bracket on the drawing is the total height of the sign. However, on-site, these brackets are shorter than the height of the sign. Please advise which is correct. Fabricate the bracket full height as shown on the drawings.
44. Master Signage Schedule indicates to provide glass backing and PLAM backing at some locations. Please provide specifications for glass and PLAM backing. This designation is only for signs being mounted directly on to glass. A piece of plastic laminate, cut to match the size and shape of the sign, is to be adhered to the back side of the glass in order to conceal the back side of the sign. Laminate material is to be the same as used on the sign.
