About this file
This document is a Request for Information (RFI) for the VA Lebanon Medical Center Master Plan 2026 project. The solicitation is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) firms seeking architectural and engineering design services for the Lebanon VA Medical Center located in Lebanon, PA. The project involves developing a comprehensive master plan to review demographics, healthcare delivery systems, patient populations, and physical infrastructure, with a performance period of 365 calendar days.
The RFI contains three specific inquiries from a potential bidder: (1) seeking clarification on how key personnel will be evaluated, (2) requesting a waiver or increase of the 400-mile mileage requirement for project proximity, and (3) understanding the evaluation criteria for project relevance, specifically whether new construction or renovation projects will be weighted more heavily. The project falls under NAICS code 541330 for Architectural Services, with a small business size standard of $25.5 million, and requires active registration in the System for Award Management (SAM) database.

1. We are submitting the following Request for Information regarding Factor One (1) – Professional Qualifications, specifically section 1(b) of the solicitation, which states:
"Of the personnel listed in Section E, each board member shall determine which individuals are actually key individuals."
To ensure that our submission aligns with the VA’s evaluation intent, could you please elaborate on the criteria the evaluation board will use when making this determination? Additionally, how will board members practically assess or distinguish which proposed personnel are considered “key individuals” versus those who are not?
A clearer understanding of the VA’s expectations will help ensure we submit a fully compliant and responsive proposal.
The key positions are what is listed in 6a.
2. Respectfully request that you waive or increase the mileage requirement limit to 600 miles for this opportunity.
Location in the general geographical area of the project and knowledge of the locality of the project is a requirement IAW FAR 36.602-1; if are outside this range, a contractor can still submit a proposal, it is suggested that additional supplement is provided to confirm a response time akin to the 400mi radius (8 hours).
3. Typical items that influence the relevancy decision include function (exact, similar, not-similar), size/purpose, and new construction vs renovation. Given this language, we are wondering what will be evaluated more highly – new construction or renovation projects?
Please provide projects that provide an understanding of both new construction and renovation is best - a mix of both is appropriate.
