Statement of Work James J. Peters VA Medical Center the Bronx, NY Electrical Switchgear Replacement Phase 1 VA Project # 526-23-110

Introduction & Mission The VA is dedicated to optimizing the health care and overall physical environment and ensuring the seamless operation of the facility. A major objective is the prevention of Engineering related and Construction - Maintenance related Safety Hazards. The VA continues to strive to assure the continuous operation of essential patient services to our Veterans and rapid response to conditions which may interfere with such services. This project details requirements to support the Mission above.

Background As a result of the research and development of the Electrical Master Plan, the following equipment was found to require direct replacement with new equipment.

1) Federal Pacific and Federal Pioneer 480 Volt Circuit Breakers within MSS1

2) Federal Pacific and Federal Pioneer 480 Volt Circuit Breakers within MSS2

The prior Arc Flash Study, completed in 2021 by Encorus Group (Order # 36C24221C0085), indicated that these older Federal Pacific Electric (FPE) circuit breakers (MSS1 and MSS2) are “near the end of their effective service life” and the condition of the Circuit Breaker Current Limiting Fuses cannot be verified, and therefore might not be able to interrupt a fault. The NEC and other Standards require that a Protective Device can interrupt the available fault current. This is necessary for the protection of personnel, equipment, and other assets.

In addition, the Study of Encorus Group on September 15, 2021 indicates the following:

“Network buses MSS-1 and MSS-2 have very large incident energy levels and these also cannot be worked on live. Reducing the incident energy levels of these buses is difficult due to the equipment.

currently installed. The currently installed breakers do not have the adjustment ranges or maintenance modes of more modern equipment. Additional equipment could be installed around MSS1 and 2 to reduce the incident energy levels but this would require an upgrade to the Network Buses.”

The available Arc Flash Incident Energy for MSS1 and MSS2 is shown as 96.0 to 105.9 cal/cm2, therefore no available PPE exists to allow any type of maintenance while energized.

Objective Upgrade the two (2) groups of electrical power circuit breakers (substations MSS1 and MSS2) to new equipment, while maintaining the existing equipment structure; and providing for minimal outages during the transition to the new circuit breakers. The expectation is that the direct replacement circuit breakers will be designed to be inserted into the existing electrical structures, therefore minimizing the outage time to the time required to replace a circuit breaker. Work scheduling, for the direct replacement of the circuit breakers, will be off-hours. If it is determined that any downstream load will or may be affected by the replacement of each circuit breaker, this must be clearly identified and notification provided of any potential downstream outage, with back-up resources provided as necessary.

In addition, the new 480 Volt circuit breakers will provide additional arc flash protection capabilities. The “Direct Replacement Circuit Breakers” will be equipped with a “Maintenance Mode”, therefore allowing the feeder circuit breakers to be serviced, when the Main Circuit Breaker is adjusted to its Maintenance Mode. This is shown as the “Arc Flash Maintenance Switch (1 per Circuit Breaker).

SCOPE OF WORK Specific Requirements

1) Federal Pacific and Federal Pioneer 480 Volt Circuit Breakers 50HL-2 (1600A Frame) within MSS1 and MSS2.

a. The only known direct replacements can be provided by Schneider Electric Canada Services (SCS)to supply only a Cradle in Cradle (CIC) solution to replace QTY -21 (10 for MSS1 + 9 for MSS2 + 2 spares), 50HL-2 breaker in FPE Federal Pacific switchgear 480/277V, 3ph, 4w, and match existing kA.

b. NOTE: There are two (2) existing circuit breakers TYPE 50HL-3 (1600-amp frame and 1200-amp relay). The direct rack-in replacements MUST also accommodate these circuit breakers.

c. This will consist of a cradle-in-cradle design utilizing the "Future Ready" Masterpact MTZ drawout circuit breaker. The cradle-in-cradle concept will consist of an outer frame that will fit directly in the FPE 50HL-2 or in the FPE 25HL-2 circuit breaker cells without modification. Mounted within the outer frame will be the Masterpact MTZ Breaker and Cradle. The new breaker will utilize the Masterpact MTZ racking capabilities for future maintenance operations.

d. The new drawout circuit breakers will be rated for the full available fault current (~ 70kA) without fuses and copper bus links will be included with the direct replacement circuit breakers to allow for direct insertion into the existing cubicles without modifications. The new replacement MTZ2 circuit breaker will be rated for 85kA.

e. This will include Qty - 21, Drawout, manually operated Masterpact MTZ2-16H2 1600A 3P ACB, ANSI, complete with Micrologic Trip Unit 6.0X (LSIG) and with a cradle.

The pricing section requests the cost for the secondary contact blocks and the labor to perform the replacement during an off-hours / possibly weekend pre-scheduled outage.

g. NOTE: The proposal shall include an option to replace the Tie Breaker, currently a Federal Pacific FD75, 3000 ampere circuit breakers. It is expected that a “direct rack-in replacement circuit breaker” might not be available for the Tie-Breaker location and this would require alternations to the existing internal switchgear bus-work, therefore also requiring a major power outage of both sides of the Switchgear. The details of providing this work shall be included in the proposal and this option will be evaluated as an alternate to the Base Bid.

2) Federal Pacific and Federal Pioneer 480 Volt Circuit Breakers 25HL-2 (800A Frame) within MSS1 and MSS2.

a. Schneider Electric Canada Services (SCS) to supply only a Cradle in Cradle (CIC) solution to replace QTY -16 (7 units for MSS1 + 7 units for MSS2 + 2 spares), 25HL-2 breakers in FPE Federal Pacific switchgear 480/277V, 3ph, 4w, and match existing kA.

b. NOTE: There is one (1) existing circuit breakers TYPE 30HL-3 (600-amp frame and 600-amp relay). The direct rack-in replacements MUST also accommodate this circuit breaker.

It is expected that a “direct rack-in replacement circuit breaker” might not be available for the Tie-Breaker location and this would require alternations to the existing internal switchgear bus-work, therefore also requiring a major power outage of both sides of the Switchgear. The details of providing this work shall be included in the proposal and this option will be evaluated as an alternate to the Base Bid.

Only Breakers that are currently in the "ON" position are included in the count for replacements, while we do have four (4) spares if needed for other locations.

5) Arc Flash Maintenance Mode Accessories for all 480 Volt Circuit Breakers (MSS1 and MSS2)

a. The Supplier will activate (37) Masterpact MTZ breaker with the ERMS Digital Module feature, per NEC 240.87. This will allow the breaker to switch to a Maintenance Mode which, when used in conjunction with a proper study, will provide reduced arc flash incident energy (AFIE) by temporarily lowering the instantaneous pickup setting of the circuit breaker control unit.

b. Note: If left in Maintenance Mode, selective coordination is compromised, which could lead to nuisance tripping. Proper use of an ERMS system requires an arc flash study to determine the optimal settings for the breaker rip unit in Normal and Maintenance Mode and to determine the AFIE in both modes.

c. The Supplier will supply and install a physical ERMS switch to allow for activation at the breaker itself.

d. The Supplier will supply 37 - Selector Switch w/ Blue Pilot Light, Pad Lock Attachment, & Contact Block

6) The Supplier will coordinate the on-site UL inspection of the switchgear lineups MSS1 and MSS2. In addition to the UL inspection, the Supplier will provide field services representatives to assist with the de-energization and re-energization of the switchboard; and be present for the complete removal and installation of all circuit breakers. The Supplier shall provide training on the new replacement breaker operation and maintenance.

General Requirements

1. The supplier shall be required to have VA issued identification badges for all his/her personnel working on VA property. Anyone observed without VA identification will be asked to leave VA property.

2. A site visit is required to verify existing conditions, available information, etc.

3. There will be no smoking at this facility except in designated smoking locations. Those caught violating this requirement will be required to leave the facility and/or be escorted off the facility by Police.

4. The supplier is responsible for obtaining his/her own vehicle parking.

5. Supplier personnel must complete VA “privacy and information security awareness training.” This is mandatory training for all VA and non-VA employees working at this facility. This training must be completed annually. Completion certification must be provided for each employee that will be onsite, if applicable.

6. The supplier shall ensure that his/her personnel conduct themselves in a professional manner, i.e., no profanity; proper attire; no discourteous behavior to VA employees, etc.

7. In the performance of all work, the workers must be incompliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). The Contracting Officer or his/her designee will notify the supplier of any noncompliance with the foregoing provisions and the action to be taken. The Supplier shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Supplier or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Supplier fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Supplier in default. Proper PPE and Training must be provided to all employees.

8. The Supplier shall provide all labor, material tools, equipment, supervision, and other related items required to complete the project as per scope of work and specifications.

9. The Supplier must comply with the latest NFPA 101 Life Safety, NFPA 99 Health Care Facilities, and VA Design Standards.

10. All expenses towards mobilization at site and demobilization including bringing in equipment, workforce, and materials, dismantling the equipment, clearing the site etc. shall be deemed to be included in the firm-fixed price, or rates quoted, by the supplier. No separate payment of such expenses shall be entertained.

11. It is the responsibility of the supplier to verify all quantities, field conditions and measurements prior to starting work. The supplier shall notify the CO/COR of any differing site conditions prior to starting any work.

12. The Supplier shall always provide an English-Speaking working supervisor on-site when work is being performed and for the duration of this project. The project Supervisor must have a minimum of five (5) years of experience as a supervisor on five (5) similar projects.

13. The supplier shall provide his own storage for materials. The VA is not responsible for loss of tools, materials, equipment, etc. The Supplier shall secure the work-area after each working shift.

14. The Supplier shall post visible required warning signs and barriers prior to beginning any work.

15. The Supplier is responsible for any damage caused by his employees. All damages shall be repaired and/or replaced at no additional cost to the government.

16. Supplier shall submit a schedule to VA for approval. The Supplier shall not perform any work without prior coordination with the COR. The supplier shall not interfere with Hospital operations, and if the Supplier becomes aware of any condition which affects Hospital operations, they will immediately notify the COR.

17. The supplier shall perform cleanup at any time when the work area becomes cluttered and/or restricts traffic. The work area must be cleaned at the end of each work shift.

18. All work must be during regular hours. Normal work hours are 8:00AM to 4:30PM Monday through Friday except for Federal Holidays. If the Supplier desires to work on Saturday, Sunday, holidays, or outside the project site’s normal working hours the supplier must submit a written request for approval to the VA-COR at least seven (7) working days prior to the proposed start of such work.

19. The Supplier and their employees shall update the COR daily of activities completed and any issues identified.

20. No work beyond the contract shall be completed without written approval by the Contracting Officer (CO).

21. All work shall be done in accordance with contract drawings and specifications.

22. Supplier shall incorporate all necessary construction phasing and temp power as required to implement the construction, with minimal impact to the medical facility (preferably after hours and/or weekends). The schedule must include a “PHASING PROCESS” to ensure Hospital power and resources are available.

23. The Supplier will provide a Test Procedure for VA review and approval. The Test Procedure should verify normal, emergency, and abnormal operating conditions which may occur during the life of the equipment.

Autodesk Construction Cloud (ACC) Access Requirement

1. Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.

1. Contractor shall accomplish and complete the following tasks upon award of contract:

1. Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award.

1. Only staff that shall utilize the platform to be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.

1. The access request shall be in writing and include a list of staff. The list shall include the following information:

· Full Name

· Company Name

· Email Address

· Role/Position on the project (i.e., Project manager, site super)

1. Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days.

1. Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 business days.

1. Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. Contractor shall complete ACC training within that period.

1. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above.

1. The contractor shall only use the ACC platform for contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount be provided for the contractor’s failure to utilize the ACC platform as the project’s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor’s expense. Official project correspondence and collaboration includes but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.

1. Contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes pertains to staff who was granted access to the ACC platform. Contractor shall request termination of access, replacement of personnel and/or any other action that might impact the contractor ability to maintain required utilization of the platform.

1. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing required ACC platform training.

Safety Requirements

1. Supplier is responsible and shall continue management and implementation of a safety and health program throughout duration of the project.

2. The Contracting Officer and VA staff reserve the right to suspend work when patient, staff and supplier's safety and health program is inadequate or non-complying.

3. Supplier shall provide all Personal Protective Equipment for the workers as per the requirement of the site. Work will be stopped in case the proper protection equipment is not found with the workers and the lapse of time shall be at the Supplier’s expense.

4. All work must be in compliance with OSHA safety standards and NFPA Electrical work requirements. The supplier shall also be familiar with working on all applicable electrical equipment.

Supervision Requirements To ensure that this Project is successfully completed in a timely manner and to the satisfaction of the VA, project management items include but are not limited to the following:

1. Kickoff Meeting: The Project Manager (PM) and/or Technical Lead shall attend a kickoff meeting with the COR to define the goals of the project including expectation, schedule, communication, etc.

2. Monthly Project Progress Summary/Schedule Update: Provide written project status updates. These short memo type updates should include percent complete for each task; key task activities performed over the period; budget, scope, or scheduling issues; key activities to be performed over the next period and upcoming milestone dates. Invoices for the period covered in the report will not be paid until the monthly progress update is delivered to and approved by the VA.

3. Invoicing: A summary of work performed during the invoice period shall be provided with each invoice.

4. The Supervisor and/or Technical Lead shall hold biweekly progress meetings or calls with the VA to provide updates on overall project status and review on- going critical needs or action items.

5. The Supervisor and/or Technical Lead shall maintain an action item log (ON-SITE) with daily updates of work completed. This will be available to VA personnel to review at any time.

Period of Performance The supplier is expected to complete all work in 180 days after receipt of all materials. This should allow for scheduling with VA Hospital operations.

Place of Performance / Delivery All required equipment and materials are to be delivered to the warehouse/loading dock at the following location:

James J. Peters VA Medical Center the Bronx, NY All work is to be performed at the above address as well.

Proposal Pricing

For proper evaluation purposes, it is recommended that pricing be provided for the following categories, and separated for MSS1 and MSS2:

1) Site Visit to review the current equipment to ensure complete compliance with the Statement of Work.

2) Pre-Work Planning on-site meeting

3) All materials referenced in this Statement of Work.

4) Field services during all field work for replacement of all circuit breakers.

6) Training to include videotaping for future use by the VA.

These will be replaced on a as-needed basis and will be required to be replaced during a separate complete outage. The pricing section requests the cost for the secondary contact blocks and the labor to perform the replacement during an off-hours / possibly weekend pre-scheduled outage.

10) OPTIONAL ADDITOINAL ITEM: The proposal shall include an option to replace the Tie Breaker, currently a Federal Pacific FD75, 3000 ampere circuit breaker, or equivalent. It is expected that a “direct rack-in replacement circuit breaker” might not be available for the Tie-Breaker location and this would require alternations to the existing internal switchgear bus-work, therefore also requiring a major power outage of both sides of the Switchgear. The details of providing this work shall be included in the proposal and this option will be evaluated as an alternate to the Base Bid.

Inspection and Acceptance Procedure

1. The Supplier will provide a Test Procedure for VA review and approval.

2. The VA COR/POC shall inspect all work prior to demobilization of the supplier. The supplier shall illustrate to the VA COR/POC the specific work that was performed and demonstrate that the system is in operational order.

3. The Supplier must test all equipment as per VA and Electrical Codes.

4. Supplier to follow all phasing plan.

5. All repairs, testing, and calibration shall be performed as per manufacturer’s recommendations and/or common industry practice. Calibration equipment shall be in compliance with NFPA and/or the manufacturer's requirements.

6. The Supplier shall “SET” each circuit breakers trip-settings (Long-Time Pickup, Long-Time Delay, Short-Time Pick-up, Short-Time Delay, Instantaneous Pick-up, and Ground Fault Pick-up and Ground Fault Delay) at the Trip Settings provided by the VA.

7. The Supplier shall test the functionality of the equipment upon completion of the project. This shall include testing of all trip functions. Supplier shall ensure all functions are operational including normal and emergency power conditions including power transfers as applicable.

8. The COR/POC will perform the inspection in the presence of the supplier personnel, prior to the supplier personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection.

Drawings and Other Attachments For illustrative purposes, MSS1 and MSS2 are shown below. All field data must be confirmed prior to submitting a proposal.

Government Furnished Property Supplier will be responsible for the proper disposition and/or disposal of all replaced equipment.

Warranty The supplier shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation will provide the capacities and characteristics specified. The contract further guarantees that if, for a period of one year from the date of the certificate of completion and acceptance of the work, any such defects will be repaired by the supplier at his own cost.
