Order against: FSS Contract Number: _V797P-4434B _______________________

Name of Proposed Contractor: Hillrom Company

Street Address: 1069 State Route 46 East

City, State, Zip: Batesville, IN 47006

Phone: 800-445-3730

(3). Description of Supplies or Services:

The estimated value of the proposed action is $ 1,333,464.00. Hillrom Beds are requested for Boston to set up a new clinic area for the COVID19 Influx of patients. Office space is being converted to accommodate the requirement. The beds meet the criteria needed for the Boston VAMC and are under NAC Contract. This is due to the national pandemic for COVID- 19 and the limited sources of supply that have the products available.

The Beds requested are assorted beds available including ,(1- Advanta2 Bed System), (29 each Centrella Smart+Beds), (25 each -Progressa bed system). These beds can be supported

VHAPM Part 808.405-6 Limiting Sources Page 2 of 4 Original Date: 08/30/2017 Revision 01 Eff Date: 04/23/2018 by an existing service contract for Hillrom beds presently used by the medical center. Staff are trained on the unique requirements of the Centrella Smart Beds as they rely on these unique beds capabilities to care for the Veterans since an order of this size was purchased during the past year. This manufacturer’s bed standard features with included options are compatible in all aspects to the existing backbone already in place.

All of this product is manufactured by Hillrom and no other vendor provides these beds and their included options. It is more cost effective to purchase from Hillrom through the BPA with a 3% volume discount for this requirement.

(4) IDENTIFY THE AUTHORITY AND SUPPORTING RATIONALE (see 8.405-6(a)(1)(i)(A), (B), and

(C) or 8.405-6(b)), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED

CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; All equipment is TM to Hill Rom, and meets the requirements of the Boston VAMC.

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is: (If FAR 8.405-6(a)(2)iii before posting. Do not include specific proprietary data.

Only mention the type of equipment, procedure, etc. to show that proprietary supplies or services are being procured.)

These are “direct replacements” parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

(5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH

FAR 8.404(d) TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: Hillrom beds further standardization within the medical center, the Hillrom beds are an exact match to existing equipment that staff are trained to use and familiar with. The Government would incur significant cost if they didn’t award to Hillrom in additional training and having to get services

VHAPM Part 808.405-6 Limiting Sources Page 3 of 4 Original Date: 08/30/2017 Revision 01 Eff Date: 04/23/2018 in place to provide the preventative maintenance and repairs needed that the Hillrom beds already have.

The Hillrom beds expand on an existing system compatible with existing peripherals.

(6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE

RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: The NAC Contract was searched and there are several companies that provide beds and comparable prices ranging from 3573.87 – 6800.00 for Platinum SC Hospitals Beds and Electric Hospital Beds. Pricing does not include options. These beds do not match what is existing inventory, and cannot be maintained without additional cost to the VA. The Hillrom beds are widely used in the medical center, staff are trained on there use and there is a service contract in place for continued preventative maintenance and repairs for this manufacturer at the VA. The Government would incur significant cost if we did not buy Hillrom manufactured beds by increased costs for needed training to be provided and getting new contracts in place for service and repair.

(7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: This is an emergency Procurement approved by Director of Contracting Bill Nalls for the set up of new space for COVID-19 Patients.

(8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: This is an emergency procurement under extreme shortage conditions due to pandemic. Future orders may have a restored supply chain depending on the course of the pandemic.

(9) REQUIREMENTS CERTIFICATION: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
