3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The purpose of this short‐term requirement is to contract two qualified, licensed, locum Radiation Therapists to serve on‐site at the VA Puget Sound Health Care System. This is an emergent requirement of 2.0 FTE, 2080 hours over 6 months with one six‐month options for one or two FTEs of Radiation Therapists to perform patient care duties in the Radiation Oncology Clinic at the VA Puget Sound Health Care System. This is an emergent firm‐fixed price request that will be awarded as a new contract. The Task Order will include FAR Clause 52.217‐8, Option to Extend Services. 5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

IAW VAAR 819‐7007 and 38 U.S.C. 8127(c) ‐ when awarding sole source contracts to a Verified Service‐ Disabled Veteran owned Small Business (SDVOSB) concern using other than competitive procedures. Actions that fall under this authority and an anticipated award price of the contract (including options) shall not exceed $5M. The SDVOSB has been determined to be a responsible source with respect to performance and meets eligibility requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies:

The Contracting Officer’s determination to make a sole source award was a business decision based on the time urgency of the requirement, the SDVOSB socio‐economic vendor status, and that the services are offered on the NAC contract. These were all factors to determine a sole source is in the best interest of the Government.

IAW FAR 6.305, the Justification must be posted on the Contract Opportunities (SAM) within 14 days after contract award. *J&As for Unusual and Compelling Urgency must be posted within 30 days after award. *J&As for Urgent and Compelling (IAW FAR 8.405‐6(a)(k)(A)) must be posted within 30 days after award.
