The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
5. DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH
FAR 8.404(d) TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE
DETERMINATION:
The cost of living in the San Francisco Bay Area is very high and procuring qualified CCL RNs for VAPAHCS has been difficult. In past procurements awarded to small business vendors utilizing FAR 13 procedures, VAPAHCS was delayed 8-11 months without receiving qualified candidates. This caused great strain to VAPAHCS current resources and to their patients. GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, placing an order off of Aureus Medical’s FSS contract meets VAPAHCS urgent need for two RN’s. It also represents the best overall value to the Government based on the current circumstances.
6. DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED:
Market research was conducted on GSA. There were at least 159 Contractors on SIN 621-025. However, based on the current circumstances and the urgent need, VAPAHCS will place an order to Aureus Medical who has met this requirement previously and who has confirmed that they have qualified candidates available to perform immediately.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:
A trained CCL RN is a highly-specialized position and requires the Contractor to have specific knowledge and understanding of the requirements for the position. The only Contractors that supply specially trained RN’s with the requirements adequate for the positions are nationally recognized travel staffing agencies that are knowledgeable about all aspects of the specialty care, support their staff with enough housing per diem, and compensate the Travel RNs to account for the cost of living in the Bay Area. Aureus Medical, a large business vendor, has previously provided 9 experienced Cath Lab RNs.
Aureus is not a small business or a SDVOSB/VOSB vendor and therefore was not able to compete for the requirements previously posted. RFQ 1300456 was sent to 11 vendors on 6/26/18 and no responses were received.
Solicitation 36C26118Q9558 was posted on FBO and 3 responses were received by the 9/12/18 closing date. Three SDVOSB vendors provided quotes. VAPAHCS evaluated the quotes and awarded the current contract to
. They were the only vendor that presented 3 candidates with recent and relevant Cath lab experience.
However, they have been unable to provide qualified candidates that have selected the position in order to fulfill the requirement. This has created an urgent need for VAPAHCS.
Per market research, Aureus Medical confirmed that they would not have any problems identifying candidates available to start in August. They additionally confirmed they can meet this requirement immediately.
8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE:

VAPAHCS is diligently working with their HR department to hire permanent VA staff to avoid fulfilling this requirement via contracts. Until then, they require the use of a contract for CCL RNs.
