About this file
This document is a Statement of Work (SOW) for a software support contract for the Federal Railroad Administration's (FRA) Cab Technology Integration Laboratory (CTIL) locomotive cab simulator. The objective is to acquire a software support contract with Corys, Inc. to provide general software support, remedy an existing issue with the passenger simulation software, and support the development of interfaces between third-party systems and the CTIL simulator.
The key details include:
- The contract will have a base period of performance of 1 year starting on 5/1/2024, with three 1-year option periods that could extend it through 4/30/2028.
- The contractor will provide software support including a help desk, an initial site visit, and up to 20 hours of support to develop custom interfaces between third-party applications and the CTIL's Corys software.
- The procurement is a sole source to Corys, Inc., as they were identified as the only vendor that can provide the required CTIL simulator software maintenance services.

Procurement Request No. V3142115
STATEMENT OF WORK
Human Factors Locomotive Cab Simulator Software Support
Background The Volpe National Transportation Systems Center's (Volpe) conducts locomotive cab simulator research sponsored by the Federal Railroad Administration (FRA) (Volpe project #RR04AB20 AAK298). Volpe does this work using the FRA’s Cab Technology Integration Laboratory (CTIL), which is a locomotive cab simulator that runs Corys simulation software. As part of this research, the Volpe Center conducts activities such as programming simulations, collecting experimental data, and integrating 3rd party technologies into the simulated cab.
The FRA acquired the original locomotive cab simulator from Alion Sciences and Technology in 2010 after a competitive procurement. As a result of several challenges with the simulator that could not be adequately addressed by Alion, FRA procured a new software system from Corys three years later. In subsequent years, the CTIL expanded to include additional hardware and software purchases from Corys: two different simulated positive train control systems, one simulated energy management system, as well as a passenger control stand with the corresponding software needed to run the passenger train simulation.
Volpe requires a software maintenance support contract to facilitate Volpe staff in addressing questions and challenges related to using Corys software in the CTIL simulator. Such a contract would include addressing an existing issue with one of the Corys passenger simulation software functions that must be addressed immediately for an in-progress research project. Additionally, Volpe staff require assistance developing data interfaces to integrate 3rd party systems so they can be used with CTIL’s existing Corys simulation.
Objective
The objective is to acquire a Corys software support contract that would provide general software support, including remedy the existing issue with Corys’s passenger simulation software, and provide support for creating interfaces between 3rd party systems and the CTIL.

Tasks
Task 1: Technical and Maintenance Software Support
The contractor shall provide software support. The deliverables for this task will be:
• Support shall be provided for help desk requests received by phone or email during regular business hours (i.e., 8 AM to 5 PM EST Monday through Friday, except national holidays).
• An initial site visit shall be provided, at no additional cost, at the beginning of the contract to identify and document any existing issues.
• Up to 20 hours of support shall be provided to facilitate the development of custom interfaces between third party applications and CTIL’s existing Corys software.
• The base support contract will be from contract inception for a period not to exceed 1 year. Three 1-year options shall be included that would continue the contract through 4/30/2028 if all three options were exercised.
Deliverables and Period of Performance
The period of performance for the base contract will begin on 05/01/2024. Three additional option years can bring the period of performance out to April 30, 2028. The deliverables are described below, including format and specific period of performance.
