Notice to Intent to Award and Sources Sought Synopsis The Mission and Installation Contracting Command (MICC) Center-Fort Bragg located at Fort Bragg, NC intends to award a five month extension as a sole source contract to Rapier Solutions Inc., located at 3095 Senna Dr. Matthews, NC 28105, to provide DEERS Military Identification Card/Common Access Card Support Services for the US Army Reserve Command (USARC). The proposed contract action, for which the Government intends to solicit and negotiate is with only one source under provisions of 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement.
Additional time is necessary to complete the competitive acquisition process and award the follow-on contract. The Government anticipates awarding the follow-on contract by 25 January 2022. The anticipated period of performance for the interim sole-source contract action to Rapier Solutions Inc., is 25 September 2021 to 25 February 2022.
A determination by the Government not to compete this interim sole source contract based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this interim contract. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. The NAICS code selected for this acquisition is 561110, Other Administrative Service. The size standard for this NAICS code is $8 Million.
Detailed capabilities should be electronically mailed to Contract Specialist, Rosetta Owens, at rosetta.c.owens.civ@mail.mil and Contracting Officer, Leslie Dobson, at leslie.d.dobson2.civ@mail.mil and contain the following:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination
4. Information to help determine if the DEERS requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sam.gov notice or as stated below. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
7. Recommendations to improve the approach/specifications/draft PWS to acquiring the identified DEERS Services.
Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Statement of Capability should be submitted no later than 14 September 2021 at 11:00am EDT.
If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be awarded to Rapier Solutions Inc., located at 3095 Senna Dr. Matthews, NC 28105
