Attachment D: Project Profiles

This project will be located at various locations across the NYF area, in public right-of-way on Village and state-owned and maintained roadways.

Project LocationProject Description

While signage exists throughout the downtown core, it is largely geared towards vehicular drivers and does not provide clear direction to specific destinations within the Village. The limited signage that is in place is traditional NYSDOT signage, which does not provide personalization or contribute to creating a strong sense of place that is unique to Geneseo. This project is a direct result of the Livingston County Wayfinding Strategy (2022), which recommended a system of wayfinding signage for downtown Geneseo, as well as eight other downtowns in Livingston County. The sign concepts developed as part of the Wayfinding Strategy employ the new “LivCo” brand, which was the result of a Livingston County re-branding effort completed in 2022.

Several types of wayfinding signs will be installed including:

• Vehicular signs. These signs will be located at the north and south ends of Main Street to direct vehicular traffic to key community destinations.

• Kiosk signs. These signs are intended to be the first point of information for visitors arriving to Geneseo. They will be located in public parking facilities or at major gateway destinations. They can display a variety of information such as a map listing downtown businesses and attractions or interpretive historic information.

• Pedestrian sign. These signs direct visitors who are on foot to downtown destinations and attractions. They will be located at major decision-making points along high-travel pedestrian routes.

• Light pole banners. These banners display Village and County branding on light poles along major vehicular corridors. They are an important element in creating a recognizable and cohesive identity for downtown.

• Parking signs. These signs will identify and be located at public parking facilities.

Project Sponsor / Property Ownership

The project sponsor is the Village of Geneseo.

Signs will be installed in the public right-of-way owned by the Village of Geneseo and State of New York. Where signs are located on state roadways, they will be designed in conformance with DOT standards. DOT permits will be obtained prior to installation.

Sponsor Capacity

The Village of Geneseo will lead the implementation of this project, with the Department of Public Works (DPW) being tasked with installation and on-going maintenance of the signs. The DPW actively maintains existing Village signage and will continue to be responsible for maintenance of signage installed as part of this project.

A consultant will be retained to provide final design services for the wayfinding signs.

Livingston County Economic Development will be engaged to provide guidance on final signage designs, as this office was the lead agency that developed the Livingston County Wayfinding Strategy. The Livingston County Wayfinding Strategy involved considerable preparatory work to advance this project, including developing conceptual sign designs, installation requirements, and cost estimates.

In Fall of 2023 the Village of Geneseo and Livingston County collaborated to install temporary signage installations throughout the downtown to solicit community feedback and test recommended locations. This collaboration and effort reflects the Village and County’s ability to oversee this project through to successful implementation. The Village of Geneseo and Livingston County have a strong working relationship and have both successfully administered a significant range of grant funded projects in the past.

PROJECT 2

Project Partners

Livingston County will assist in identifying final sign location and design. As a number of vehicular directional signs are anticipated to be located within state right-of-way, NYSDOT will be actively engaged in project design and implementation.

Decarbonization

As a wayfinding project, this project does not meet the threshold for decarbonization. Despite this, the implementation of wayfinding signage is anticipated to reduce greenhouse gas emissions by increasing walkability to downtown destinations and encouraging travel by foot or by bike, rather than by car.

Resiliency

This project is not located in a flood hazard area and thus does not require any flood mitigation improvements. There are no proposed site improvements associated with the project that will have a direct impact on sustainability or resiliency.

Revitalization Strategies

State NYF Goals

✓ Create an active downtown with a strong sense of place. This project will facilitate walkability and encourage visitation throughout downtown Geneseo. The proposed signage will incorporate the LivCo brand as identified in the Livingston County Wayfinding Plan, which will create a unique experience specific to Geneseo, but also help to build momentum for visiting other downtowns across Livingston County.

✓ Enhance public spaces for arts and cultural events that serve the existing members of the community but also draw in visitors from around the region. This project will install an amenity that enhances the public realm, creates a distinctive public realm experience and facilitates travel through the community for residents and visitors.

✓ Provide amenities that support and enhance downtown living and quality of life. Clear wayfinding signage makes people feel comfortable in visiting spaces as they understand the relationship between destinations and how to safely travel between them. The proposed wayfinding signage will facilitate easy travel among locations in and around downtown Geneseo.

✓ Reduce greenhouse gas emissions and support investments that are more resilient to future climate change impacts. With a strong emphasis on pedestrian-scaled signage, the wayfinding project will enhance the walkability of downtown; reduced car trips, particularly within the downtown area, will result in a reduction in greenhouse gas emissions.

Geneseo NYF Goals

✓ Establish the Village as a vibrant hub and destination for the region. This project will create an active downtown and encourage visitation to destinations throughout downtown Geneseo. Proposed pedestrian signage will clearly and easily identify downtown destinations making visitors more comfortable and more likely to visit new places while in the downtown.

✓ Strengthen connections within downtown and to surrounding destinations. This project will help visitors find downtown destinations and facilitate enhanced walkability, enticing people to walk between destinations, as opposed to getting back into their cars to drive there.

✓ Ensure downtown grows in a way that supports the quality of life of current and future residents. This project will reinforce the identity, sense of place, and character of downtown Geneseo. An attractive, welcoming and safe downtown environment contributes to a strong quality of life for residents.

Finger Lakes REDC Strategies

✓ Strengthen the region’s quality of life. This project will reinforce the identity, sense of place, and character of downtown Geneseo, and establish consistent branding with downtowns across Livingston County through the integration of the LivCo brand.

✓ Invest in the development, promotion, and preservation of cultural, artistic, and historic assets. This project will promote and direct visitors to downtown Geneseo’s unique assets and destinations

Project Synergies

This project will enhance the downtown public realm throughout the NYF area, having a direct and positive impact on all the projects proposed as part of the NYF program. The wayfinding project is particularly synergistic with the streetscape enhancement projects proposed on North Street and Main Street, as wayfinding is an essential element of enhanced walkability and active transportation. Various destinations, including public spaces such as Highland Park and Kelsey Field, will be incorporated into the wayfinding signage messaging.

Public Support

This project received support from community members and from the Local Planning Committee. Community members identified the importance of wayfinding signage to tourism and downtown business. In the fall of 2023, the Village and the County piloted the conceptual sign designs included in the Wayfinding Strategy by implementing temporary wayfinding signage throughout downtown Geneseo. Public feedback received during this process was positive and will inform the final design of the signs.

Current Conditions

PROJECT 2

Parking Signage Public parking is marked with signage but this existing signage is generic and does not incorporate any Village branding.

Vehicular Signage There is limited existing vehicular directional signage in the village aside from the standard NYS DOT signage.

84 Geneseo NY Forward Strategic Investment Plan

Budget Narrative

The project budget was based on cost estimates included in the Livingston County Wayfinding Strategy (2022), which were prepared by a licensed landscape architect with experience developing wayfinding programs and in consultation with companies that will produce the proposed signs. The sign production and installation costs include standard conditions for design (10%), construction (10%), construction inspection (12%), and a baseline 20% contingency to account for changes in materials costs.
