About this file

This is a Letter of Interest notification from the City of Scranton, Pennsylvania, regarding telecommunications conduit space available within downtown streetscape improvement projects. The City is inviting qualified telecommunications providers to express interest in utilizing shared underground duct bank infrastructure being installed throughout the downtown area, including along Biden Street, Penn Avenue, Adams Avenue, Linden Street, and North Washington Avenue. The project encompasses new sidewalks, curbs, period streetlights, and the removal of existing overhead communication wires, with all wiring to be placed underground within the project footprint. Interested providers must submit sealed Qualification Statements via the City's e-Procurement Portal (https://secure.procurenow.com/portal/scrantonpa) by 11:00 am on Tuesday, February 17, 2026, with bid opening to occur in City Council Chambers on the 2nd Floor of City Hall. Prospective respondents must register on the e-Procurement Portal and select "Follow" to receive addenda notifications and participate in the solicitation.

The primary advantage of participating at the current construction stage is significant cost savings, as providers joining now avoid the substantially higher construction costs associated with installing conduit after the streetscape projects are completed. The shared underground duct bank construction is funded through the American Rescue Plan Act (ARPA), with a project completion and payment deadline of September 30, 2026. Available conduit space is limited, and construction is currently underway on certain projects with additional work beginning imminently. Interested parties should contact Tom Rable, City of Scranton Project Manager, at Trable@scrantonpa.gov or (570) 348-4224 for additional information or clarification.

Text version

Scranton Downtown Streetscapes Telecommunications Notice The City of Scranton is currently working on various downtown streetscape projects. A portion of this work includes new underground conduit being installed throughout the downtown area to improve telecommunications infrastructure.

A limited amount of conduit space is currently open for use. This creates an opportunity for a new provider to take part in the current installation.

Participating at this stage offers significant cost savings. Providers who take part now can do so as part of the ongoing construction. Doing this work at a later date after the streetscapes would require the provider to cover more construction-related costs, significantly increasing the price on their end.

Interested providers are encouraged to express their interest as soon as possible, as available space is limited and construction is underway on some projects, and beginning soon for others.

Scope of Work The City of Scranton is undertaking a downtown streetscape improvement project. The project involves new sidewalks and curbs, new period streetlights and related work. The existing street light poles now support overhead communication wires will be removed.

Within the project footprint the project’s goal is to have all wires underground. The City has received funding to provide a new shared underground duct bank within the project area with the main duct bank construction funded by the American Rescue Plan Act (ARPA). The ARPA Funding has a deadline to complete and pay for the shared duct bank work by September 30, 2026.

The locations of the work are as follows:

· Biden Street from Jefferson Avenue to Penn Avenue including the intersection of Penn Avenue.

· Penn Avenue from Biden Street north approximately 130 ft.

· Adams Avenue from Biden Street to Mulberry Street including the intersection with Biden Street.

· Linden Street from Adams Avenue to North Washington Avenue including the intersections.

· North Washington Avenue from Biden Street south approx. 200 ft.

· North Washington Avenue from Linden Street to Vine Street including the intersections.

Deadlines The City is implementing a deadline of February 17, 2026, for any and all proposals to take part in the telecommunications portions of the ongoing downtown streetscapes projects.
