About this file
This is a Notice of Intent to Sole Source from the Uniformed Services University of the Health Sciences (USU).
USU intends to award a sole-source, firm-fixed-price contract to Avidity Science, LLC (819 Blake Ave, Waterford, Wisconsin 53185) for a bottle filling station with acidifier—an automated, self-contained system designed for vivarium and laboratory animal research facilities. The justification for sole sourcing includes: the replacement of an existing Avidity automated water acidifier system at end of life; facility infrastructure (water supply lines, drainage systems, and electrical configurations) specifically sized for Avidity equipment; USU's active inventory of Avidity acid, filters, and replacement components; and an existing service contract with Avidity for two other units. Standardizing with a single vendor eliminates additional facility storage costs and maximizes administrative and maintenance efficiencies. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures.
In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation for consideration. Responses must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the offeror can meet the stated needs. Responses must be submitted via email to the contact listed in the notice by the closing date. The Government will not be responsible for any costs incurred by responding to this notice, and information received will be evaluated to determine whether to proceed with a competitive procurement.

Intent to Sole-Source:
USU intends to award a sole-source, firm-fixed-price contract for a bottle filling station with acidifier, an automated, self-contained system designed for vivarium and laboratory animal research facilities.
Sole Source Justification
USU is replacing an Avidity automated water acidifier system at the end of its life cycle. The designated facility space currently maintains water supply lines, water drainage systems, and electrical configurations specifically sized for an Avidity unit. USU maintains an active inventory of Avidity acid, filters, and replacement components. Standardizing with a single vendor eliminates the need to allocate additional facility storage space for disparate parts from alternative manufacturers. Additionally, USU maintains an active service contract with Avidity for two other existing units. Integrating this replacement into the current fleet maximizes administrative and maintenance efficiencies. Therefoe, the circumstances of the proposed contract action deem only one source reasonably available. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
Responses must be received via email to the contact listed in the notice by the closing date of the notice.
