USU intends to award a sole-source, firm-fixed-price contract to AMBOSS for a four-year period (one base year plus three option years). AMBOSS is the only known source capable of providing the required USMLE step 1 and step 2 examination preparation subscription, which includes individualized assessment reports, integrated review articles and videos aligned with USU's curriculum, and the ability for faculty to track student progress. USU will procure this requirement in accordance with FAR Part 13.106-1(b)(1)(i). Responses must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the Government's needs as stated.

Intent to Sole-Source:
The Uniformed Services University (USU) intends to award a sole-source, firm-fixed-price contract to AMBOSS for an Amboss Plus subscription renewal for USU students in support of their United States Medical Licensing Examination (USMLE) preparation. The anticipated period of performance is four years (one base plus three option years).
Sole Source Justification
AMBOSS is the only responsible source that is capable of meeting the Government’s requirements to provide a robust USMLE step 1 and step 2 examination preparation subscription to support SOM (School of Medicine) students. The Government requires a subscription that provides individualized assessment reports to allow students to tailor studying to their specific needs, integrated review articles and videos that align with the USU SOM curriculum, and the ability for faculty to track student’s progress. Therefore, AMBOSS is the only known source that can provide the requested examination preparation subscription service. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
This is NOT a request for Quotes. In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above.
Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
