About this file

This document is a Notice of Intent to Sole Source for preventative maintenance of the Armed Forces Radiobiology Research Institute (AFRRI) Hopewell GC60 Irradiator, which contains both Cobalt-60 and Cesium-137 radioactive sources.

The Uniformed Services University of the Health Sciences (USU) intends to award a sole-source, firm-fixed-price contract with options to Hopewell Designs Inc. for this maintenance work. This is due to the GC60 Irradiator containing Hopewell Designs' proprietary hardware and software, and the Nuclear Regulatory Commission license requiring repairs be performed by a specifically licensed company. USU is seeking responses from other potential offerors by the specified response date that can demonstrate clear and convincing evidence that competition would be advantageous, not cost or time prohibitive, and they can meet the requirement. The government will not be responsible for any costs incurred by responding to this notice.
