Request for Information (RFI) USUHS_RFI_Virtual_Bookstore_Services
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It is NOT a solicitation for offers or proposals. The Government is looking for responses to the questions listed below; respondents may also provide capabilities statements if they are germane and responsive to the items listed below under “Information Requested”.

This RFI is to obtain a better understanding of how virtual bookstores operate in a university setting. The USU is particularly interested in learning the end-to-end process(es) of how requirements are collected, orders are placed, and requirements are met, as well as the contractual mechanisms that are used to support them. Responses are encouraged from all sources, especially from entities that provide virtual bookstore services to colleges, universities, medical schools, and military service academies. Respondents that are small businesses should indicate the small business categories under which they qualify. Please refer to the “Scope” and “Information Requested” sections of this RFI for specific information that should be detailed in any capability statement submission.
Background
The mission of the Uniformed Services University of the Health Sciences (USU) is to educate, train, and comprehensively prepare uniformed services health professionals, scientists, and leaders to support the Military and Public Health Systems, the National Security and National Defense Strategies of the United States, and the readiness of our Uniformed Services.
The University consists of the F. Edward Hébert School of Medicine, a medical school, which includes a full health sciences graduate education program, the Daniel K. Inouye Graduate School of Nursing, the Postgraduate Dental College, and the College of Allied Health Sciences. The University's main campus is located in Bethesda, Maryland.
Each of these component schools, colleges and centers has unique requirements for texts (paper and electronic) and other academic resources (e.g. journals and subscriptions).
Scope
The USU is seeking information on the operation of virtual bookstore services (hard copy books, ebooks, medical journals and subscriptions, etc.) that would support the requirements of the USU. It is contemplated that materials would be ordered by USU staff and provided to USU students, faculty and/or staff; although, other operational approaches may work. Information Requested
To respond to this RFI, please provide the following information:
1. Organization Information.
a. Name and address of organization.
b. Name, title, phone number, and email address of business and technical points of contact.
c. Unique Entity Identifier (UEI).
d. Commercial and Government Entity (CAGE) code.
e. Indicate whether you are a small business under the NAICS code 424920 (Book, Periodical, and Newspaper Merchant Wholesalers). Note: To be considered for a small business set-aside, the vendor will not pay more than 50% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. (FAR 52.219-14 Limitation of Subcontracting)
f. Indicate your size and socio-economic status, including (but not limited to) any of the following designations: Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), HUBZone, Alaska Native Corporation, Indian Tribe, Native Hawaiian Organization, etc.
g. Indicate whether you are a certified firm in the 8(a) Business Development Program.
2. Review the proposed North American Industry Classification System (NAICS) and Product Service Code (PSC). If you wish to propose an alternative NAICS or PSC, please include the proposed code(s) and rationale/justification for the proposed alternative(s).
3. Include a summary of experience providing the same or similar virtual bookstore services as outlined herein. If subcontracting would be contemplated, indicate what functions and/or services would be contemplated for subcontracting. Describe the contractual mechanisms and relationships used in supporting same or similar virtual bookstore services with other institutions.
4. Please comment on your firm’s ability to fulfill the texts and subscriptions listed above. If your firm were not able to fulfill all the requirements above, what alternatives would you recommend?
5. Identify any organization(s) to which you have provided or currently provide the same or similar services. Information provided should be within the last 3 years. For each organization identified, please provide:
a. Name of the organization or institution
b. Point of contact for that organization or institution, to include name, title, phone number, and email address
c. Indicate whether your organization was a prime or subcontractor
6. If you hold a GSA Federal Supply Schedule (FSS) or other GWAC contract applicable to 424920 or any alternatively proposed NAICS, please provide the contract number(s).
7. Provide any comments, requests for clarification, or suggestions regarding the scope delineated in this notice.
Response and Process
Interested parties are requested to provide a response via email to Virtual-Bookstore-RFI-ggg@usuhs.edu no later than 4:00 PM (Eastern) on Monday, 08 May 2023. Responses should be limited to no more than 5 pages. A capabilities statement may be included if it is responsive to the information requested above.
DO NOT submit pricing information in response to this RFI. General marketing information or marketing flyers will not be reviewed.
DO NOT include proprietary, classified, confidential, or sensitive information in any part of the RFI response.
Any requests for clarifications or questions will not be addressed before the submission deadline of this RFI.
However, specific questions and/or areas that require clarifications/questions SHOULD be included in your response (see item 7 above under “Information Requested”).

Respondents are advised that the Government is under no obligation to acknowledge receipt of RFI responses or provide feedback on any information submitted. Responses do not bind the Government to any further actions related to this RFI topic including requesting follow-on proposals from respondents to this RFI. Response submission is voluntary and is not required to submit a proposal for a future solicitation (if any) on this topic.
