REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
GLOBAL FREIGHT MANAGEMENT (GFM)
TRANSCOM19D011
This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.
USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories.
Description/Scope
The United States Transportation Command (USTRANSCOM) is seeking sources that possess the availability and capability to provide support of GFM in system operations, maintenance and development. GFM is a complex, n-tiered system comprised of many components. The GFM system is comprised of 15 applications sustained by the contractor. Most of these applications are developed using Java, which are hosted on Apache and Tomcat application servers.
Applications not developed by Java are written in Unibasic. GFM has 2 separate databases, Oracle and UniData. Many trading partners interact with GFM using Electronic Data Interchange (EDI) files, and GFM uses Axway to translate EDI to a User Defined File (UDF) and Java EDI (JEDI) to move the data between the translator and GFM servers. Some trading partners interact with GFM using eXtensible Markup Language (XML) file exchange and web services as well.
GFM is planning to migrate off Unidata, Unibasic, Accuterm Green Screen functionality.
Unidata database migration to Oracle was placed on hold and focus was shifted to Cloud migration, GFM logic will be migrated to PL/SQL and JAVA. The Unidata/Unibasic migration progress will continue during next contract award period. The target database will depend on the eventual environment and Command direction.
Additionally, the GFM PMO would be interested in movement from its current architecture to a “cloud native” modular open systems architecture. Our current architecture has separated functionalities, but does have interdependence between modules that requires multiple module releases to support a single functionality. We would be interested in ideas that would support this movement.
Place and Period of Performance:

Anticipated Period of Performance:
45 calendar day transition period with full performance starting on 1 October 2019 through 30 September 2020 and four 12 month option periods through 30 September 2024.
GFM is considered a non-commercial requirement with unlimited data rights. Data right provisions/clauses will be included in the RFP and subsequent contract as prescribed in DFAR 227.7203-5 Government Rights. The current contract is a hybrid contract type of firm-fixed price (FFP) and cost plus fixed fee. This contract type hybrid structure is being considered for this requirement.
The current order is HTC711-15-F-D018 with General Dynamics One Source LLC, Fairfax VA and expires 30 September 2019. This order was awarded Fair Opportunity on Alliant Government Wide Acquisition Contract.
